Job Description:
The Facilities Analyst will prepare and manage long and short-range facility plans involving the major repairs, alteration and construction needs of a School District; coordinate and review cost estimates, documents and reports involved in facility planning and project management; serve as a liaison between the District and agencies, contractors, professional service firms contracted by the District.
  • Plan, organize and supervise the design, construction and renovation of school buildings and facilities; assist with the development of long-term maintenance programs.
  • Direct and supervise structural, civil, mechanical and electrical engineering work of the District; confer with architects regarding on-going projects.
  • Serve as a liaison between the District and contractors, architects and other engineering firms contracted by the District.
  • Supervise the preparation of reports, drawings, estimates, designs, specifications and engineering data related to construction.
  • Assist in the preparation of the annual budget for construction, contracts and deferred maintenance programs.
  • Monitor program fund expenditures; coordinate with local, state and federal agencies regarding programs, reviews and assure regulations compliance.
  • Provide information regarding projects, programs and events and assist in development and implementation of projects and eventsManages, oversees and coordinates all facets of the pre-construction, bid and award, construction and close-out phase of all assigned projects
  • Confer with District administrators and advise on plans, specifications and types of material to be used in District construction and alteration projects.
  • Recommend approval of payment requests for engineering and professional service contracts.
  • Coordinate with local governmental agencies for utilities connections and fire and emergency access permits.
  • Assure that operations and maintenance manuals, as-built drawings and other documents, warranties and guaranties are received and distributed as required.
  • Prepare and maintain a variety of records and reports related to assigned activities.
  • Prepare student enrollment projections to establish eligibility to participate in the State School Facilities Program (Form SAB 50-01).
  • Collect and evaluate factual data for long-range facilities planning requirements.
  • Maintain facilities data to establish eligibility for specific construction or renovation projects.
  • Prepare original and amended applications for construction and renovation projects in State School Construction Program.
  • Assist management in identifying new classroom requirements and obtaining approvals from state and local agencies.
  • Assist in the execution of site modifications and expansions in coordination with consultants.
  • Coordinate planning of additions/modification to District's relocatable facilities.
  • Maintain close liaison with State Office of Public School Construction staff regarding most current policy and procedural changes and their impact on District projects.
  • Maintain documents reflecting approval status of all District facility projects modification.
  • Monitor state applications for funds and respond to inquiries regarding aspects of the District's participation in the School Facilities Program.
  • Develop reports from researched material, providing information and recommendations relevant to the Facilities Planning department, including reports to the Board of Education.
  • Review and respond to developer plan proposals and impact reports.
  • Work with City and County Planning agencies to ensure that adequate future school facilities are provided for in general and specific community plans and to coordinate school infrastructure and other public planning.
  • Request and analyze contracts for professional services.
  • Research and apply district policy, materials, opinions and trends regarding planning matters.
  • Act as District representative to the Office of Public School Construction, Division of State Architect, district architects, and all general contractors for modernization and new construction contracts.
  • Operate office equipment and a computer.
  • Drive a District vehicle to various construction sites.
  • Perform other duties as assigned.
Required Qualifications:
  • Bachelor's Degree from a recognized college or university in Architecture, Engineering, or Construction Management OR
  • Certified Construction Manager (CCM) credential which may substitute for the required education
  • Twelve (12) years full time paid professional experience in Construction and/or a combination of Project and Construction Management of Commercial and/or Public/Educational Facility Construction.

  • Contract management principles including bid preparation and evaluation, contract negotiation and contract administration.
  • Applicable laws, codes, rules and regulations.
  • Budget preparation and control.
  • Record-keeping and report preparation techniques.
  • Oral and written communication skills.
  • Principles and practices of administration related to structural, civil, mechanical and electrical engineering work of the District.
  • Interpersonal skills using tact, patience and courtesy.
  • Health and safety regulations.
  • Operation of a computer.
  • State Allocation Board programs and forms, and the Office of Public School. Construction process.
  • Applicable section of California Education Code and California Administrative Code, Title V
  • Planning procedures.
  • Procedures and authorizations.
  • Long-range facilities planning and requirements.
  • Local governmental operations.
  • Planning information sources and research techniques.

Position Requirements
Any combination equivalent to: Bachelor of Art's degree with emphasis in architecture, engineering or closely related field and three (3) years of experience in architecture, engineering projects, business, administration, budgeting, data processing, planning and task supervision in an institutional or school environment with experience and familiarity with California Division of State Architect.
LICENSES AND OTHER REQUIREMENTS:
Valid California driver's license.
