Position Summary

This position is responsible for monitoring the performance of specific contracted vendors for the Good Jobs Challenge on a regular basis to ensure current funding and organizational, programmatic compliance are being met and that overall progress and performance are trending in the right direction.


Essential Functions

1. Monitor contractor programmatic performance and create reports of findings in collaboration with Philadelphia Works Finance and Research & Data teams.

a. Quarterly: Large Audit (10% - 15% of files per contractor)

i. Ensure quality monitoring notes, program activity meets federal compliance requirements, and performance metrics are on target, among other things.

ii. Conduct an analysis of data which may involve a quarter-over-quarter comparison, trends, training/technical needs assistance, etc.

iii. Generate finalized monitoring reports and submit to leadership in a timely manner.

b. Monthly: Strategic spot checks based on quarterly audit results to ensure the Monitoring and Compliance Plan is followed through and effective.

c. Annual: Programmatic Compliance Monitoring.

2. Responsible for programmatic contract management, ensuring all aspects of the scope of services are carried out and reviewing and approving deliverables related to invoicing within specified timeframes.

3. Make recommendations based on summarized findings of the regular monitoring.

4. Assist in the development and periodic update and revision of programmatic monitoring tools or service delivery improvements.

5. Collaborate with Program Representative, Finance, and Research & Data team on a regular basis to ensure consistent communication and follow-up.

6. Monitor Good Jobs Challenge data systems for trends/gaps regularly and communicate to Workforce Partnerships’ team leadership and the Research & Data team.

7. Work closely with Workforce Partnerships’ team management and Program Representative to develop and implement training and tools to address compliance-related deficiencies and continuous improvement based on findings from monitoring.

8. Conduct quarterly visits to the contractor sites to complete programmatic monitoring.

9. Review programmatic, fiscal, and data documentation/invoices for accuracy, completion, and inclusion of necessary supporting documentation.

10. Communicate with vendors regarding discrepancies and additional information needed.

13. Provide feedback, technical assistance, and staff training to provider staff, as it relates to Good Jobs Challenge monitoring and compliance.

14. Provide an overall assessment and communication of the contractor’s operational success.

15. Review vendor invoices monthly and prepare a summary of findings to Philadelphia Works’ finance team for payment.

16. Perform other job-related duties as assigned.


Requirements


Education/Professional Experience

Associate’s degree from an accredited college or university with 1- 2 years’ experience in monitoring, auditing, and/or quality assurance experience; no previous Workforce Experience needed. Or any combination of education and experience determined to be acceptable.

· Ability to learn and grasp federal grant compliance regulations and policies

· Must be highly analytical with a willingness to deal with tedious, repetitive work

· Possess strong attention to detail and a drive for accuracy

· Possess strong organizational and problem-solving skills

· Possess excellent written, verbal, and interpersonal skills

· Possess training/facilitation skills

· Proficient in Word, Excel, and PowerPoint

· Ability to communicate effectively with all levels of staff and manage relationships with external partners and training providers

· Ability to adapt to change and manage competing demands

· Ability to travel to various locations throughout the Southeastern PA region: Philadelphia, Delaware, Chester, Berks, Bucks, and Montgomery County
