Executive Office of Housing and Livable Communities (EOHLC) is seeking a Data Warehouse Analyst II/Data Engineer in the Deputy Secretary’s Office!
Agency Mission
The Executive Office of Housing and Livable Communities (EOHLC) is charged with creating more homes in Massachusetts and lowering housing costs for residents. Formerly known as the Department of Housing and Community Development (DHCD), EOHLC works with municipalities, local housing authorities, non-profit organizations, and development partners to provide affordable housing options, financial assistance, and other support to Massachusetts communities.
Overview
The Data Warehouse Analyst II/Data Engineer leads the implementation and maintenance of our new Snowflake data warehouse. The Data Engineer plays a critical role in designing, building, and supporting the components of the agency’s data warehouse. This position involves working with various stakeholders to ensure accurate and efficient data management, reporting, and analytics. They will collaborate closely with the technology group, the agency data team, agency program staff, and external organizations that assist in the delivery of EOHLC programs. The Data Engineer will have a matrixed reporting structure with primary direction from EOHLC IT and “dotted line” direction from EOHLC Chief of Research and Data.
Duties And Responsibilities (not All Inclusive)
- Data Warehouse Management:
- Design, implement, and maintain data warehouse solutions using AWS and Snowflake.
- Ensure data integrity, quality, and security across all data warehousing activities.
- Develop and maintain data pipelines to integrate data from various internal and external sources.
- Utilize Tableau and PowerBI to create, maintain, and optimize dashboards and reports.
- Conduct detailed data analysis to support program evaluation, policy development, and strategic planning.
- Collaborate with program teams to understand data needs and provide actionable insights.
- Work closely with the agency’s data team and the overall state technology team to ensure alignment on data strategy and technology standards.
- Communicate complex data findings to non-technical stakeholders in a clear and concise manner.
- Provide technical guidance and mentorship to junior analysts and other team members.
- Monitor and optimize data warehouse performance, ensuring high availability and scalability.
- Implement best practices for data warehousing and analytics to improve efficiency and effectiveness.
- Ensure compliance with all state and federal regulations regarding data management and privacy.
- Work with the Executive Office of Technology and Security Services (EOTSS) to ensure solutions are consistent with Commonwealth technical standards and guidance.
- Maintain thorough documentation of data warehouse architecture, processes, and procedures.
Preferred Qualifications
- At least 2 years’ experience in data warehousing, data analysis, and business intelligence.
- Proficiency in AWS and Snowflake for data warehousing solutions.
- Proven experience with data encryption techniques and ensuring data security and compliance.
- Familiarity with data governance frameworks and best practices.
- Strong experience with Tableau and PowerBI for data visualization and reporting.
- Solid understanding of ETL/ELT processes and tools.
- Excellent SQL skills and experience with database management systems.
- Experience with Python, R, and other scripting and data manipulation languages/tools.
- Experience conducting design and code reviews.
- Strong analytical and problem-solving skills.
- Ability to work collaboratively in a cross-functional team environment.
- Excellent verbal and written communication skills with project teams and business teams.
- Team-oriented attitude and the proven ability to collaborate at all levels of an organization.
Desired Skills/Experience
- Experience implementing data masking and aggregation to reduce privacy risks.
- Relevant IT/Analytic certifications (e.g., SnowPro, AWS, Tableau, Azure, etc.).
- Experience integrating data from Salesforce solutions.
- Experience with Operational Data Stores.
- Familiarity with JIRA or other project management tools.
- Experience using GitHub.
- Experience working on projects in the affordable housing sector or other public benefit programs.

Salary placement is determined by years of experience and education directly related to the position and the Human Resources Division’s Recruiting Guidelines. In the case of a promotional opportunity, the salary provisions of the applicable collective bargaining agreement will apply to placement within the appropriate salary range.
Education, licensure, and certifications will be verified in accordance with the Human Resources Division’s Hiring Guidelines. Minimum Entrance Requirements
Applicants must have (A) at least two (2) years of full-time or equivalent part-time professional or practical experience in the field of information technology application development and support, or (B) any equivalent combination of the required experience and the substitutions below.
Substitutions
I. An Associate’s degree in a related field may substitute for one (1) year of the required experience.
II. A Bachelor’s degree or higher in a related field may substitute for the required experience.
