Summary of Position:
The Senior Director of Enterprise Systems is responsible for Public Health enterprise systems, from planning to support to decommission. The Sr Director ensures systems are managed securely in compliance with all appropriate legislative and corporate policy requirements. As a Senior member of the IT team, the Sr. Director is responsible for aligning information system process with the IT road map, corporate budgeting, and all corporate business objectives. Working with programs across PHS the Sr Director assures data integrity and interoperability across systems to ensure corporate information systems are efficient as possible and that any needed reporting is accurate.
Duties and Responsibilities:
  • Manages PHS enterprise applications, and analytics systems, with a focus on PHS' technology road map.
  • Guide enterprise application portfolio, and digital transformation initiatives by defining and implementing approaches to address the management of information and systems across PHS, in partnership with the CIO.
  • Responsible for the centralization, optimization and interoperability of business systems will improve system support, compliance, and efficient use of available technologies and will include the examination and analysis of software systems' lifecycles.
  • Develop and implement corporate policies for the selection, use, and management of all PHS information systems which will include coordination with the (legal compliance position), to ensure compliance with appropriate regulation and laws.
  • Provide stewardship to the HIPAA Committee and the Data Management and Measurement Workgroup to ensure alignment between system and data policies and their application in the field.
  • Deploy and manage systems and policies for data governance and business intelligence projects. These projects will improve PHS' ability to create key performance indicator (KPI) dashboards for monitoring corporate and programmatic performance objectives and will improve the accuracy and efficiency of management requested reports, funder required reports, and ad hoc reporting and analysis.
  • Assess opportunities to improve data management, business analysis, and systems analysis. Develop, maintain, and enhance information systems to provide comprehensive, high quality, high integrity information on corporate and programmatic contract procurement and monitoring functions, including systems to aid internal continuous quality improvement efforts.
  • Ensure highest quality data management to address CAMS subcontractors' needs and the transparency of our data, as required by master contractor agreements. Coordinate with the NYC Department of Health.
  • Collaborates with PHS leadership and relevant teams to manage a portfolio of business applications.
  • Manages all IT applications including licensing, products, services, and regulatory compliance for both on premise and cloud offerings.
  • Vendor management, formalized oversight of vendor technology selection and integration and collaboration with strategic and tactical vendors.
  • Supports IT decision-making including annual planning, budgeting, status reporting, executive.
  • Supervise upgrade and transition from inhouse custom-built data systems developed in SQL, VBasic.
  • Performs additional duties as directed.
Qualification/ Requirements:
  • Bachelor's or master's degree in information systems, Technology or an equivalent degree field.
  • 10 years' experience working with Information Systems in a health or hospital setting.
  • 5 years managing data, technical or analytic staff.
  • Experience with Agiloft, Intacct, and APD a plus.
  • Experience with custom software development a plus.
  • Large project implementation experience with extensive project management skills.
  • Knowledge or regulatory requirements in the Health Sector.
  • Salary: $130,000.00- $140,000.00.
