The Office of Cannabis Management (OCM) is currently seeking a Data & Analysis Director to develop and lead the Data & Analysis Division. This position will help design and build out the division to provide data analysis, data products, and consultation on matters of data, analytics, and insights to inform policy and operations of OCM. The Data & Analysis Director is a highly visible role for OCM and maintains relationships with other OCM and state and federal agency entities.

This position is located in St. Paul and may telework from home two days per week and is expected to be in the office three days per week.

A successful incumbent in this position will be able to:

  1. Determine and implement the vision, strategic plan, organizational structure, objectives, priorities, and policies of OCM that defines and guides how OCM data and research capabilities are developed, implemented, and maintained.
  2. Serve as an expert consultant to OCM leadership on all matters related to the effective use of data and analysis tools and products to ensure that objectives are met in an effective and efficient manner.
  3. Represent all OCM data and analytics related engagements involving county, state, federal, and tribal clientele.

Minimum Qualifications

To facilitate proper years of service crediting, please ensure that your resume clearly describes your experience in the areas listed and indicates the beginning and ending month and year for each job held.

  1. Four (4) years of professional experience in research methodology; complex statistical analysis; technical and non-technical report writing; data collection and interpretation; and designing research studies related to medical or public health issues. A bachelor’s degree in statistics, data science, mathematics, or other related field may substitute for one (1) year of experience. An advanced degree in these fields may substitute for eighteen (18) months of experience.
  2. Supervisory or lead worker experience OR completion of the State’s Emerging Leaders Institute (ELI), Senior Leadership Institute (SLI), Strategic Effectiveness for Aspiring Leaders (SEAL), or similar leadership development program OR a paid or unpaid position leading a program or chairing a committee (leading a program or chairing a committee must include 1+ years of identifying issues, goals, and strategic actions and 100+ hours per year time commitment).
  3. Experience writing or overseeing the writing of complex data analysis for public distribution.
  4. Excellent communications skills sufficient to give written and oral presentations of complex data and research and synthesis of findings to inform public policy.
  5. Data analysis skills sufficient to oversee and assess the quality of work performed by others, including using statistical software.
  6. The ability to celebrate diversity and a strong commitment to a respectful and inclusive work environment.
  7. Skill in directing the work activities of employees to ensure standards, deadlines, and procedures/processes are being met.

Preferred Qualifications

  1. Supervisory or managerial experience for the state of Minnesota.
  2. Supervisory or managerial experience in a data/research environment.
  3. Experience in the cannabis industry.
  4. Experience drafting policies and procedures.
  5. Experience working with Metrc.
