Introduction
**THIS POSITION IS OPEN TO CURRENT CITY OF MILWAUKEE EMPLOYEES ONLY.**
The Department of Public Works Administration Division has an opening for a Human Resources (HR) professional to perform (Family Medical Leave Act) FMLA Administration. There are two titles for which we are currently accepting applications:
  • Human Resources Analyst (Recruitment # 2409-4195-002)
  • Human Resources Analyst-Senior (Recruitment # 2409-4466-002)
The position will be filled at the level that best meets the needs of the Division. Candidates will be considered for the highest level for which they qualify.
Purpose
The Human Resources (HR) Analyst/ HR Analyst - Senior administers FMLA (Family Medical Leave Act) leave and ensures compliance with state and federal laws.
Essential Functions
Family Medical Leave Act Administration
  • Serve as the DPW's FMLA Leave Administrator.
  • Work with the Department of Employee Relations (DER) to ensure compliance with state and federal laws pertaining to leaves under the Family and Medical Leave Act.
  • Run and utilize Financial Management Information System (FMIS) queries to determine FMLA eligibility for employees.
  • Work with Payroll and HR staff to track and approve FMLA usage to ensure DPW staff does not exceed the limits provided under the law.
  • Provide information and resources to employees related to FMLA leave.
  • Answer questions from managers and employees regarding FMLA laws, policies and procedures.
  • Provide training on FMLA processes to DPW management and supervisory staff.
  • Work closely with department and division heads to update FMLA policies & procedures.
Administrative
  • Determine employee eligibility for Paid Parental Leave benefits.
  • Track and monitor leaves of absence in compliance with the Civil Service rules (CSC) and departmental procedures.
  • Coordinate with HR and Safety staff regarding possible Americans with Disabilities Act (ADA) cases.
  • Prepare written reports, and PowerPoint presentations and make recommendations to the Director and Commissioner of Public Works.
  • Monitor communications from DER's Leave Administrator Coordinator for changes and update, and communicate these changes to managers and employees.

Minimum Requirements
Human Resources Analyst AND Human Resources Analyst-Senior:
1. Regular status as a City of Milwaukee employee, having successfully completed a probationary period for civil service position, or status as a City of Milwaukee employee in a fixed term position.
2. Bachelor's degree in human resources management, industrial relations, psychology, business administration, public administration or a related field from an accredited college or university.
3. Valid Driver's License at the time of appointment and throughout employment.
Human Resources Analyst-Senior:
4. Two years of progressively responsible human resources experience related to the essential functions listed above, including leave administration and/or interpreting and applying employment laws and regulations.
Equivalent combinations of education and experience may be considered.

Desirable Qualifications
  • Master's degree in industrial relations, organizational or educational psychology, business administration, public administration, human resources management, or a closely related field from an accredited college or university.
  • Public sector human resources experience.
  • Experience with FMLA or other leave administration.
  • Experience working with CityTime.

  • Knowledge of the laws, rules, and regulations governing the practices and procedures of human resources.
  • Ability to provide current advice on human resources topics.
  • Ability to interpret City ordinances and rules regarding employment and leave, including the CSC rules and the Salary and Positions Ordinances.
  • Ability to use standard and enterprise computer applications such as the Microsoft Office Suite, databases, Peoplesoft Human Capital Management (HCM), FMIS, and time entry systems.
  • Skill in identifying complex human resources issues and reviewing related information to develop and evaluate options and implement solutions.
  • Ability to interpret and advise on the implementation of departmental and citywide policies, state statutes, and federal regulations related to FMLA.

Current Salary
Human Resources Analyst (Pay Range 2IX):
  • The current salary range is $68,244-$86,854 annually and the resident incentive salary range for City of Milwaukee residents is $70,292-$89,460 . Appointment will be made in accordance with the provisions of the Salary Ordinance.
Human Resources Analyst-Senior (Pay Range 2JX):
  • The current salary range is $72,768-$92,612 annually and the resident incentive salary range for City of Milwaukee residents is $74,951-$95,390 . Appointment will be made in accordance with the provisions of the Salary Ordinance.
Selection Process
THE SELECTION PROCESS will be job related and will consist of one or more of the following: an evaluation of related education, experience and accomplishments, an evaluation of written communication, interviews, and/or other assessment methods. The Department of Public Works department reserves the right to call only the most qualified candidates to proceed in the selection process. Information from the selection process will be used to make a hiring decision. Selected candidates will be transferred and/or promoted to the position.
