The Leidos Digital Modernization Sector is looking for a Lead Material Project Manager to work on the Army Global Unified Network (AGUN) - Increment 1 (INC1) program. The Global Enterprise Network Modernization - OCONUS (GENM-O) is a critical mission provider responsible for keeping the Army connected through global network modernization projects. The Army Global Unified Network (AGUN) - Increment 1 (INC1) will unify the next generation of Army transport to comply with the Joint Regional Security Stack (JRSS) divestiture mandate. A phased systematic approach is required to provide individual sites with standardized, updated technology systems to ensure the Army's Information Technology (IT) infrastructure is equipped to provide soldiers with cutting-edge technology to ensure applications, data, and enterprise services are accessible, trusted, and interoperable across the globe. A successful candidate should have proven ability to lead, problem solve, and deliver superior results as part of a high performing team in a fast-paced environment.

On this program, you will have the opportunity to work as liaison between program engineering and Procurement organization, identifying and mitigating program risks and opportunities as they pertain to material requirements; reporting/tracking all program material bailment activities; assisting program in achieving program material budget objectives; participating in program purchase requirements from engineering perspective; participating in sourcing process improvement projects (both Supply Chain and Program); resolving Supply Chain issues for the program and resolving program material cost challenges.

The Lead Material Project Manager will report to the Associate Director, Global Supply Chain and will serve as a deputy for supply-chain related support to the program. The Lead Material Project Manager will manage all activities associated with researching and recommending cost-effective purchase arrangements and work closely with the Material Planner organization to ensure the review of purchase requisitions for clarity, compliance, detail, completeness, regulatory compliance and obtain additional information considered necessary. Furthermore, this person will also work with the Supply Chain Engineers to actively manage the procurement process life cycle management of the supply chain that impact the Customer systems.

Primary Responsibilities

1. Responsible for developing and executing innovative supply chain strategies to drive efficiency, cost savings, and operational improvements on the Program.
2. Serves as the Supply Chain interface for numerous IT manufacturers, value added resellers, and other suppliers on the Program.
3. Ability to prioritize certain deliveries to ensure production schedule is operating smoothly.
4. Responsible for timely and accurate material pricing on proposal and program efforts.
5. Own the request for quote process, which includes maintaining compliance with the Federal Acquisition Regulations (FARs) and Defense Federal Acquisition Regulation Supplement (DFARS).
6. Responsible for meeting cost savings and avoidance targets, so negotiation skills are a must.
7. Conduct data analytics and analyze large data sets to price Bill of Materials (BOM).
8. Work among a matrixed organization supporting engineering, program management, and financial functions.
9. Collaborate with management to plan forecasting models and identify supply needs.
10. Provide innovative technical solutions and sourcing strategies that drive down cost (market research, engaging with Category Managers/Supplier Relationship Managers, etc.).
11. Work with Solution Architects to define technical requirements by engaging suppliers.
12. Work with capture/proposal team to understand requirements and collaborate on strategy.
13. Write support bid reviews, where applicable.
14. Have job responsibilities associated with Supplier Management, Program Strategy Development, Program Material Acquisition, Business Process Re-Engineering, and Procurement Tool deployments.
15. This individual should be a self-starter and someone that is flexible and able to work independently.

Basic Qualifications

1. Bachelor's degree and 8+ years of prior relevant experience or Masters with 6+ years of prior relevant experience.
2. Ability to work in a group environment.
3. Strong organization skills.
4. Strong attention to detail.
5. Excellent oral and written communication skills.
6. Demonstrated experience interfacing across multiple organizations and program levels simultaneously with minimal supervision.
7. Working knowledge of MS Office (i.e. Word, Excel, PowerPoint and Project).
8. Basic understanding of creating complex solicitations, supporting proposals, conducting moderate complexity price and cost analysis, negotiating price/cost and price/cost-related terms.
9. Demonstrated time management skills and ability to work under tight time constraints.
10. US Citizenship is required for this position.
11. Secret Security Clearance or ability to obtain one is required.

Preferred Qualifications

1. Advanced degree in Supply Chain Management, Logistics, Business, or a related field.
2. Prior experience in developing and implementing supply chain innovations for large-scale programs.
3. Certification in Project Management (PMP, CAPM, or equivalent).
4. Experience in materials management within a manufacturing or production environment.
5. Proficiency in supply chain management software, ERP systems (such as SAP), and material requirement planning (MRP) tools.
6. Expertise in Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS).
7. MRP knowledge or Manufacturing experience.
8. Proven track record of driving cost savings and achieving avoidance targets through negotiation strategies.
9. Strong financial acumen with experience managing budgets, forecasting, and cost control.
10. Active Secret Security Clearance.
11. Located in the DC Metro Area.

Pay Range: Pay Range $87,100.00 - $157,450.00
