The Project Delivery Division is looking for 3 full-time Manager 3’s to lead people and programs that will experience significant growth in the future. These positions will report to the Project Delivery Director.

Manager of Strategic Capital Program:
The Manager of the Strategic Capital Program oversees a diverse capital improvement program within the Project Delivery Division. This position currently supervises a team of 10 Capital Project Coordinators (Project Managers) and 1 Supervisor, managing strategic high-profile utility relocation investment projects including design and construction management and facilities projects. Type of projects include complex electrical transmission/distribution system, network, substation and electrification technologies work valued at $74.5 - 86 projects in the approved 2024 budget and $439.9M - 36 projects in the proposed 2025-2030 budget.

Manager of Generation Project Management:
The Manager of Generation Project Management CIP oversees a diverse project portfolio within the Project Delivery Division. This position currently supervises a team of 6 Capital Project Coordinators who facilitate projects and collaborate with an expanded team consisting of over 50 Civil, Electrical, and multi-disciplinary projects spread over seven hydro generation facilities and two employee campsites in the State of Washington.

A leader is needed to guide our Generation Project Management team, managing large-scale high-profile utility projects at remote generation sites including design and construction management for complex asset upgrades and refurbishment work valued at $59M - 91 projects in the approved 2024 budget and $247M - 57 projects in the proposed 2025-2030 budget.

Manager of Major Projects:
The Manager of Major Projects oversees large projects within the Project Delivery Division. This position currently supervises a team of 8 direct reports and 4 indirect reports, including 11 Capital Project Coordinators and 1 Supervisor who work on major projects with high visibility and criticality for the utility.

A leader is needed to guide our Major Projects team, managing large-scale high-profile utility relocation investment projects including design and construction management for complex electrical transmission/distribution system, network, streetlights, and substation work valued at $78M - 70 projects in the approved 2024 budget and $232M - 32 projects in the proposed 2025-2030 budget. The group delivers overall accountability for major overhead and underground T&D relocations, which includes an additional 10 programs on average. This includes Sound Transit, WSDOT, and franchise cities.

  • People leadership; leading with emotional intelligence, empathy, and with the heart and mind.
  • Develop and grow staff by monitoring and reporting out on financial and project management tools, holding staff accountable for meeting defined goals.
  • Leading, and helping staff lead, multiple cross-functional teams from engineering, operations, and other teams.
  • Managing project managers that oversee multiple projects and work assignments.
  • Working with multiple internal and external stakeholders, including other City Departments (FAS, SDOT, SPU, and others).
  • Presenting to a wide variety of audiences potentially including elected officials, franchise cities, and customers.
  • Leading multi-million dollar alternative construction projects such as Progressive Design-Build.
  • Leading on-call contracts including negotiating, implementing, project management, estimating, and construction management.
Required Qualifications:
Education: Bachelor’s degree in engineering, project management, construction management, Public Administration, or a related field.
Experience: Minimum 5 years of major projects or construction management (or a combination of education and/or training and/or experience which provides an equivalent background required to perform the work of the class).

  • Knowledge of public sector organizational practices, including procurement and contracting and financial management.

  • Experience working with multiple stakeholders, vendors, and customers.
  • Experience working with various City Departments; FAS, SDOT, SPU and others or relative experience.
  • Experience developing scope of works for contracts and other agreements.
  • Excellent oral, written, and presentation skills.
  • Good interpersonal skills, ability to work with people from diverse professional, cultural, and socioeconomic backgrounds.
  • Working knowledge of Microsoft Office suite.
  • Experience with strategic visioning and process efficiency implementation.
