Summary:
Goldbelt Frontier LLC is seeking a dynamic Human Capital Specialist for an 18-month contract. The HCS will play a crucial role in supporting various programs and functional mission areas, focusing on change management communications, and conducting functional assessment, workforce analysis, and knowledge management for future success. The Human Capital Specialist will play a pivotal role in advancing the HRSA's mission by leading strategic human capital initiatives within the Provider Relief Bureau (PRB). This position requires a deep understanding of human resources principles and practices, along with the ability to develop and implement innovative strategies to attract, develop, and retain talent. The ideal candidate will possess strong analytical skills, exceptional communication abilities, and a commitment to fostering a diverse and inclusive workplace.
This position is structured as full-time for the initial nine months, transitioning to part-time for the subsequent nine months, resulting in a total duration of eighteen months. Throughout this period, the employee will receive a full-time salary.
Responsibilities
Essential Job Functions:

  • Develop and implement communication strategies to support organizational change initiatives, ensuring clear messaging and smooth transitions across the workforce.
  • Conduct comprehensive assessments of current functional areas, identifying strengths, weaknesses, and opportunities for improvement in alignment with organizational objectives.
  • Perform workforce analysis to evaluate current staffing levels, skill sets, and future needs. Provide data-driven insights and recommendations to optimize workforce planning and development.
  • Establish and maintain knowledge management systems to capture, organize, and disseminate institutional knowledge for future readiness and continuity.
  • Work closely with leadership and cross-functional stakeholders to align human capital strategies with organizational goals and mission-critical programs.
  • Design and implement metrics to measure the effectiveness of human capital initiatives, recommending adjustments as necessary to improve outcomes.
  • Provide ongoing support to leadership in identifying and addressing human capital challenges, ensuring the alignment of talent management with the long-term vision of the organization.
Qualifications
Necessary Skills and Knowledge:
  • Basic understanding of project management methodologies (e.g., Agile, Waterfall).
  • Excellent organizational and time management skills.
  • Exceptional communication and interpersonal skills.
  • Proficiency in project management software (e.g., MS Project, Jira, Trello).
  • Strong analytical and problem-solving abilities.
  • Ability to manage multiple priorities and work under pressure.
Minimum Qualifications:
  • Bachelor's or Master's degree in Human Resources, Business Administration, or a related field
  • Minimum 3 years of progressive experience in human resources management, with a
    focus on strategic HR initiatives
  • Strong knowledge of HR best practices, employment laws, and regulations
  • Excellent leadership, communication, and interpersonal skills
  • Demonstrated ability to develop and implement HR strategies that drive
    organizational success
  • US Citizen (able to obtain a Secret security clearance if needed)
Preferred Qualifications:
  • Certification in Human Resources (e.g., SHRM-CP, PHR) is preferred but not
    required.

Pay Range: $90,000 - $103,000 annually.
