The primary purpose of this position is to To provide commercial passenger travel services to eligible personnel traveling on official business and perform quality assurance of the Travel Management Company contact. Responsibilities Reviews travel orders, determines entitlements, and makes official travel arrangements for Permanent Changes of Stations (PSC) and Temporary Duty (TDY) travelers for active-duty military, reserve component members, DoD civilians, and dependents in accordance with the Joint Travel Regulation and other applicable directives. Follows and enforces policies, procedures, and mandatory requirements pertaining to the transportation of passenger who are eligible for official travel. Recognized authority to the base population for all travel questions and interpretation of the Joint Travel Regulations (JTR) and other applicable travel regulations and/or instructions. Perform Quality Assurance Evaluations and assess performance of the Travel Management Company (TMC), while serving as a Quality Assurance Evaluator (QAE) as the contactor provides reservations and ticketing services for commercial air, water, bus, and rail carriers. Requirements Conditions of Employment Qualifications Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NK-01, equivalent to the next lower grade GS-04 or equivalent in other pay systems. Specialized experience is described as a firm understanding of the process of passenger travel and the ability to brief personnel, and their dependents on entitlements regarding a move. knowledge of the full range of transportation rules, instructions and regulations that relate to the movement of personnel and personal property using a wide range of different methods of travel.. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. OR EDUCATION: Applicants MUST possess one full year of graduate level education that is directly related to the work of the position being filled such as, Business Administration (with a specialization in Logistics/Transportation). OR COMBINATION OF EXPERIENCE AND EDUCATION: Applicants have less than the full amount of experience as described in A and I have less than the full amount of education described in B. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of an extensive body of transportation regulations, methods, and practices to perform a wide variety of travel assignment and resolve conflicts and problems. 2. Knowledge of an extensive body of transportation entitlements and documentation requirements for foreign and domestic relocation travel for DoD military/civilian personnel and their dependents in accordance with the Joint Travel Regulations other applicable transportation guidance. 3. Knowledge of a variety of types of passenger travel to arrange commercial, government owned, or contracted domestic and foreign travel. 4. Knowledge of passenger service center protocols and procedures. 6. Ability to represent the organization in a professional manner.
