Human Resource Development Foundation, Inc. (HRDF) was incorporated in 1967, as a social arm of the West Virginia AFL-CIO, for the purpose of providing economically disadvantaged West Virginians opportunities for self-sufficiency and improved living conditions.

The Roles & Responsibilities
- Manages the organizations daily activities.
- Responsible for overseeing operations, finances, programs and staff. Assists in policy development of organization.
- Monitors program quality and ensures program compliance.
- Reviews fiscal and statistical reports monthly.
- Studies management methods in order to improve workflow, simplify reporting procedures, or implement cost reductions. Prepares reports and makes recommendations as associated with existing and potential operational components.
- Assists in the development of new programs and grant writing.
- Maintains liaison with funding agencies to assist in their monitoring and evaluation activities.
- Makes recommendations concerning ways to improve the coordination of all areas of the organization.
- Assists in the preparation of all major reports and proposals.
- Responsible for fiscal management.
- Supervises management staff in the performance of their respective functions.
- Performs all other related duties as assigned by the organization President.
The Requirements
A Bachelor's degree in public administration, business administration, or related fields is required. Degree may be substituted by a minimum of six years work experience which relates directly to the education and training of economically disadvantaged individuals and must possess the required minimum traits to meet the responsibilities of the position described herein. Knowledge of WIOA, CFR and managing federal and state grants preferred. Must possess the ability to communicate effectively, both verbally and in writing, and develop and maintain an effective working relationship with individuals, agencies, businesses, and the community. Prefer two years of nonprofit work experience, should directly relate to serving economically and socially disadvantaged individuals. Due to the nature of this position which requires extensive local travel, applicant must possess a valid driver’s license and must have adequate transportation. This position is based in Morgantown, WV.
