GENERAL SUMMARY:

The Assistant Director of Budget and Financial Planning is responsible for the oversight of the annual budget and multi-year financial planning process. This position leads the monitoring and maintenance of the Colleges unrestricted budget, as well as faculty and staff position management; and provides budget planning and analysis services and budget training sessions to all College departments. This position reports directly to the Assistant Vice President of Financial Operations with broad oversight by the Vice President of Finance and Business and Chief Financial Officer, (CFO).

ESSENTIAL JOB FUNCTIONS:

  • Responsible for integrity of budget data in all College systems including Ellucian Colleague, Paycom, and others.
  • Manage the annual budget cycle. This includes presenting to all budget managers expectations related to deadlines, working with departments to ensure budget projection data is complete and accurate, and analyzing and reporting on the results.
  • Gathers data in support of the multi-year financial planning process of the College.
  • Maintain departmental budgets in the College budgeting system including account set-up, granting access requests, process routine budget changes.
  • Review and authorize requisition requests, salary adjustments, and other expenditures to ensure they are aligned with the annual operating budget and all College financial policies.
  • Reconciliation of budget roster to human resource/payroll system.
  • Assist with faculty contract process by modeling annual cost of living adjustments and tenure and promotion impact to the compensation budget.
  • Work with Human Resources to analyze the impact of fringe benefits rate change scenarios.
  • Assist the AVP of Financial Operations and the CFO in the preparation of financial reports for Board of Trustees Finance Committee meetings; with attendance at Finance Committee meetings.
  • Working with the Assistant Vice President for Facilities and Business Services, develop the annual and multi-year capital and deferred maintenance budgets.
  • Participate in the planning processes by preparing ad-hoc reports and financial analyses of proposed initiatives.
  • Other duties include completing external surveys, contributing to the annual financial statement audit, assisting with programmatic and institutional accreditation reviews, and providing financial data for grant application submissions.

REQUIREMENTS:

  • Bachelors Degree in related discipline, required; Masters degree in Finance or MBA, preferred.
  • Successful professional experience in financial budgeting, preferably in a College setting.

SKILLS/EXPERIENCE/TRAINING REQUIRED:

  • Advanced Excel skills, in particular use of pivot tables, array formulas and sophisticated analytics; strong technology skills in all systems, including proficiency in Microsoft Office suite, zoom and Teams.
  • Excellent communication, interpersonal, and problem-solving capabilities.
  • Customer service focus.
  • Ability to assess importance, research complex issues, communicate findings, develop consensus and recommend feasible/practicable solutions.
  • Understanding of financial and budgeting systems and how to use them effectively.
  • Ability to provide strong customer service while adhering to established policies and procedures.

WORKING CONDITIONS/PHYSICAL DEMANDS:

  • This position is eligible for a hybrid work schedule of on-campus and remote work.
  • May spend extended periods at terminal, on telephone, or operating other office machines, requiring eye-hand coordination and finger dexterity.
  • May require evening and weekend availability.
  • Normal office environment, not subject to extremes in temperature, noise, odors, etc.
