The Senior Community Development Officer is responsible for sourcing and identifying community development eligible loans, investments, and service opportunities within the Bank's assigned Assessment Area, in congruence with the Bank's CRA goals and objectives. The Senior Community Development Officer will serve as a resource to, and work alongside, various departments within the Bank so that all employees recognize and share the Bank's commitment to addressing the needs of low-to-moderate income individuals and communities.Responsibilities:
Ongoing CRA Business Development with community leaders, developmental organizations, governmental officials and other centers of community influence for identification of community financial education needs, CRA compliance consideration and accomplishment of identified regional community development objectives.
Community development eligible loans, investments, and service opportunities.
Lead community development projects.
Manage and direct CRA donations and sponsorships for regional programs that will enhance the Bank's CRA Program.
Maintain a significant working relationship with designated lines of business to coordinate opportunities and initiatives intended to support Independent Financial's Community Investment objectives and CRA compliance.
Liaise with internal employees including but not limited to Mortgage Lenders, Commercial Lenders; Branch Employees; Small Business Bankers; Regional Presidents; Community Presidents; Market Leaders; etc. to develop relationships, products/programs, services that will assist in meeting the needs of the Bank's assessment areas.
Create an annual self-assessment for the region assessment area that includes local demographics, economic conditions and housing climate along with local city plans.
Create a needs assessment as a result of the self-assessment for assigned region. Provide community development solutions by developing an understanding of local needs and identifying solutions to address gaps in lending and service to local communities.
Conduct and manage regularly scheduled Community Advisory Council meetings in an effort to collect information on community needs that will provide information for a need assessment report.
Proactively identify gaps/weaknesses in CRA and HMDA lending, CRA services and donations within the Bank's Assessment Areas and proactively identify solutions.
Qualifications:
Education & Minimum Experience
Bachelor's Degree or equivalent work experience required.
8 years' experience in CRA/Community Development
Expert level understanding of CRA compliance or community development management
Established community development relationships with proven history of effective interaction and results
Proven ability to work independently and achieve measurable results required
Knowledge/ Skills/ Abilities
Expert level knowledge of contemporary community and economic development principals
Knowledge of regional budget management
Excellent written and oral communications skills, including previous experience giving effective presentations; must be able to facilitate training and meetings both in person and via web conferencing services.
Ability to create and manage effective business relationships and working partnerships related to community development within our diverse community
Ability to interact effectively with all levels of Bank personnel; Executive, Management and staff
The ability and flexibility to regularly travel throughout the Bank's assessment area geography, as needed.
