Job Title: Procurement Specialist
Location: Durham, NC
Position Type: Contract-to-Hire
Job Summary:
The Procurement Specialist is responsible for managing the procurement process, including formal and informal bid documents such as IFBs, RFQs, and RFPs. This role supports project managers in preparing bid specifications, ensuring compliance with policies and procedures, and facilitating the bidding process from start to finish. Must have Govt. experience.

Job Summary:
The Procurement Specialist is responsible for managing the procurement process, including formal and informal bid documents such as IFBs, RFQs, and RFPs. This role supports project managers in preparing bid specifications, ensuring compliance with policies and procedures, and facilitating the bidding process from start to finish. Must have Govt. experience.
Key Responsibilities:
- Bid Document Preparation: Process formal and informal bid documents (IFB, RFQ, RFP) and assist project managers in drafting specifications.
- Bid Management: Prepare and complete bid documents, forward to prospective bidders, and issue addenda using the eBid system. Generate bid tabulations and ensure timely distribution to stakeholders.
- Advertisement Posting: Prepare and post legal notices of advertisement to local and minority newspapers for bid opportunities. Handle invoice payments related to legal notices using the procurement card.
- Bidder Communication: Organize and conduct pre-bid/proposal conferences and site-visits with assistance from the project team to ensure clarity of requirements.
- Compliance: Ensure all procurement activities comply with applicable laws, regulations, and company policies.
- Collaboration: Work closely with project managers, legal, and finance departments to streamline procurement processes.
- Experience working in public or government procurement.
- Knowledge of formal procurement processes and bid documentation (IFB, RFQ, RFP).
- Experience with eBid systems and managing bid tabulations.
- Strong communication and organizational skills.
- Familiarity with local and minority newspaper advertising requirements.
- Ability to conduct pre-bid conferences and site-visits with project teams.
- Experience in processing payments using procurement cards.
- Prior experience with project management support in a procurement setting.
- Ability to work under tight deadlines and manage multiple tasks simultaneously.
