Opportunity Summary:
General Dynamics, the world’s foremost designer and builder of nuclear submarines, is seeking a Program Representative – IT Project Manager (Sr., Specialist, Principal) to join the organization within the Information Technology (EBIT) Department. As Electric Boats backlog and work throughput increases, it becomes increasingly imperative that EBIT works on the right projects, at the right time, and according to schedule and budget, in order to support our growing business needs. In support of this goal, the EBIT department has established the EBIT Project and Portfolio Management Office (PMO) that is responsible for the management of projects across all of EBIT.
Responsibilities of the EBIT PMO team include:
- Project planning, which includes identifying candidate projects, categorizing projects, evaluating projects, prioritizing projects, balancing the project portfolio, selecting the projects to fund, determining funding strategy, and authorizing selected projects.
- Establishment and guidance for project management processes and best practices for EBIT.
- Performance monitoring of all EBIT projects which involves regular project progress updates, as well as monitoring and analysis of project metrics.
- Program management for major IT programs such as IPDE and ERP (Finance and Supply Chain).
Position Summary:

The successful candidate must be able to work well in a team setting, effectively communicate, and be willing to drive project performance. At a high level, the Program Representative – IT Project Manager (Sr., Specialist, Principal) position is responsible for budget, schedule, process, and oversight for projects within the Application (software development) and Infrastructure (hardware/network/server) project portfolios.
Qualifications:
Required:
- Bachelor’s Degree in Finance, Business, Information Technology, or related degree
- Minimum of 4+ years of related IT work experience, including proven project management skills
Preferred:
- PMP Certification
- Experience with project management processes
- Experience managing IT projects, programs, and/or portfolios
Skills:
- Candidate must possess and be able to demonstrate strong interpersonal, written, and communication skills
- Candidate must be a self-starter with the proven ability to accomplish goals independently, with minimal oversight
- Candidate must be capable of working in a team environment and have proven ability to drive teams and meet deadlines
