Job Description
The City of Avondale is currently seeking a Senior Management Analyst specializing in HRIS and Policy Development to join the Human Resources Department. This is a FLSA exempt, full-time position with benefits.
Provides the department with professional-level human resources information systems (HRIS) support to maintain the integrity and reliability of the City's HRIS, ensuring applications meet the needs, requirements, and objectives of the City. Acquires, analyzes, and utilizes data to generate reports, recommendations, justifications, and presentations. Conducts independent research studies and makes recommendations regarding complex administrative projects and challenges. Serves as the City's primary resource for developing and/or reviewing non-public safety-related administrative policies.
Essential Functions
Collaborates with HR, Information Technology (IT), and leadership to determine the short and long-term information department and system objectives; assesses current system and utilization; identifies and recommends improvements such as training, customization, and enhancements to maximize value and efficiency of the HRIS; prepares training materials, guides, and documentation; provides user training and hands-on support.
Coordinates and performs extensive research for special projects; collects information on operational and administrative challenges and performs comprehensive analysis.
Prepares, reviews, interprets, and analyzes a variety of information, data, and reports; and makes recommendations and presentations based on findings.
Works with staff to identify needs for improvement and properly assist with the management of the implementation of any process improvements based on best HR practices; provides workflows to share with City staff to ensure clear communication on any changes related to HR processes.
Provides timely reporting on various HR-related information including but not limited to salary data, vacancies, turnover, leave management, EEO data, and compilations of exit interviews and other related surveys.
Reviews policies and procedures for Human Resources and serves as the primary point of contact for City agencies to research, edit, and assist with the implementation of updates to City Chapter and Administrative Policies; collaborates with the public safety Policy Analyst as needed.
Researches and responds to inquiries related to Human Resources public records requests to ensure timely compliance with Arizona Public Records Law.
Works closely with HR and Finance & Budget staff to conduct regular audits related to Personnel Actions Forms (PAFs); evaluates the accuracy of data in Human Resources systems related to compensation, retirement deductions, benefit enrollments, payroll data, etc.; ensures data is accurate and up to date to limit errors in processing onboarding, employee changes, offboarding, and other payroll activities such as vacation pay out, sick payout, and accruals.
Minimum Qualifications
Bachelor's Degree in Public Administration, Business Management, Human Resources, or a related field. Any equivalent combination of education and job-related experience may qualify.
Five (5) or more years of progressively responsible human resources experience. Experience working with HRIS systems is required, along with experience developing and revising HR policies.
Must have excellent interpersonal and technical skills; excellent organizational skills and attention to detail; and strong analytical and problem-solving skills. Must be proficient with Microsoft Office Suite or related software. Must have advanced knowledge and experience with HR business functions and processes, preferably in the areas of recruitment, onboarding, performance, and/or payroll.
Experience utilizing NEOGOV or ADP is preferred. Experience working in a public sector HR environment is desired.
Valid Arizona Operator's Driver's License.
Certification in one or more of the following areas is preferred: SHRM-SCP/CP, SPHR/PHR, and/or IPMA-CP/SCP.
Supplemental Information
Work requires the ability to read various documents and memos from other departments, inter-agencies, and vendors. Also, the ability to interpret policies and procedures manuals, articles, and legislative documents.
College-level math and statistics, including addition, subtraction, multiplication, division, percentages, financial formulas, statistical calculations, and projections.
Work requires the ability to write documents, i.e., letters, proposals, policies, and other related business documents.
Work requires considerable initiative and independent analytical and evaluating judgment. Analyze spreadsheets and make recommendations based on the data discovered.
This position has contact within and outside the organization including municipalities and government agencies. Internal contacts may involve similar work units or departments within the City, which may be involved in decision-making or providing approval for purchases and projects. Working with the public and residents may also be required.
Employee must maintain regular attendance.
