Job Summary
Under limited supervision, performs professional administrative and supervisory work in overseeing and administering the Parish’s budget and all other financial matters. Reports to the Parish President.

Essential Job Functions
Supervises department employees which involves such duties as instructing, assigning and reviewing work, maintaining standards, acting on employee problems, selecting new employees, appraising employee performance, recommending promotions, discipline, termination and salary increases.

Coordinates daily work activities; organizes, prioritizes, and assigns work; develops work schedules to ensure adequate coverage; monitors status of work in progress and inspects completed work; consults with assigned staff, addresses complex/problem situations, and provides technical expertise.

Ensures departmental compliance with all applicable codes, laws, rules, regulations, standards, policies, and procedures; ensures adherence to established safety procedures; initiates any actions necessary to correct deviations or violations.

Prepares for outside audit by independent certified public accounting firm; coordinates, facilitates, schedules, and provides information to external auditors as necessary; conducts internal audits of accounts as needed.

Prepares annual budget for the Parish, including the preparation of the preliminary budget with proposed alternatives; includes forecasting all revenues and capital requirements for all funds; issues annual budget after adoption by Parish Council.

Oversees administration of the Parish’s operating budget; reviews monthly revenue and expenditures; meets with departments to review potential problem areas and adjusts budget as necessary.

Addresses budget and accounting questions relating to other Parish departments; interacts with Purchasing Department regarding budget allocations, bid preparation, etc.; works with Human Resources Department on insurance fund transfers, budgets, payroll, and other personnel matters.

Meets and confers with other Parish officials, State and Federal agencies, auditors, bonding attorneys, Parish engineers, and consultants, regarding Parish financial matters; attends and participates in council meetings.

Controls, monitors, invests, and projects cash resources; determines cash flow needs; assures available funds; properly invests available funds; coordinates fixed assets acquisitions/dispositions.

Reviews and issues business licenses.

Reviews management policies and procedures; advises the Parish President and Chief Administrative Officer as to alternatives for improvement; reviews, updates, and monitors existing internal financial and administrative controls.

Prepares or completes various forms, reports, correspondence, invoices, billing statements, journal entries, tax forms, schedules, general ledger, balance sheets, revenue/expense reports, budget reports, financial reports, or other documents.

Receives various forms, reports, correspondence, time cards, attendance records, checks/payments, check logs, deposit listings, bank statements, balance sheets, invoices, purchase orders, vouchers, general ledgers, revenue/expense statements, budget documents, budget ordinances, inventory records, tax forms, manuals, reference materials, or other documentation; reviews, completes, processes, forwards, or retains as appropriate.

Operates a computer to enter, retrieve, review, or modify data; verifies accuracy of entered data and makes corrections; utilizes work processing, spreadsheet, database, accounting, or other software programs; performs basic maintenance of computer system and office equipment such as backing up data, or replacing paper, ink, or toner; coordinates service/repair activities as needed.

Communicates with supervisor, employees, other departments, Parish officials, banking personnel, vendors, auditors, other government agencies, customers, the public, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.

Additional Job Functions

Performs miscellaneous tasks as needed, which may include signing checks with check signer, answering telephone calls and recording messages, typing documents, making copies, sending/receiving faxes, posting or processing outgoing mail, or filing documents.

Performs other related duties as required.

Minimum Training and Experience
Requires a Bachelor's degree in Accounting supplemented by five years of experience in local government and/or governmental accounting; or any equivalent combination of training and experience, which provides the required knowledge, skills, and abilities. Certified Public Accountant preferred.
