DESCRIPTION

The Maryland Transit Administration (MTA) is recruiting for a Red Line Director of Real Estate to join our team. The Red Line Director of Real Estate serves as the Program Manager for MTA’s Red Line Transit Project. This critical role involves developing and implementing real estate acquisition strategies to support the project’s success. The Director of Real Estate collaborates extensively with Federal, State, and Local government officials, elected representatives, consultants, attorneys, and property owners.

This position reports directly to the Red Line Deputy Project Director and involves overseeing and managing sections within the Red Line office, consisting of both MTA and consultant staff. 

KEY RESPONSIBILITIES

  • Oversee the acquisition of real property rights for the MTA Red Line Transit Project.
  • Manage significant right-of-way acquisition efforts in both Baltimore City and Baltimore County.
  • Ensure compliance with legal and regulatory requirements during property acquisition.
  • Develop and refine policies and procedures related to real estate acquisition.
  • Establish guidelines for property negotiations, valuation, and due diligence.
  • Streamline workflows to enhance efficiency in real estate transactions.
  • Coordinate with internal teams and external stakeholders to facilitate smooth processes.
  • Prioritize real estate acquisition activities based on project needs and timelines.
  • Balance competing demands to achieve project milestones.
  • Manage consultant teams involved in real estate negotiations, appraisals, and title searches.
  • Provide guidance to agency staff handling Red Line real estate matters.

PREFERRED QUALIFICATIONS:

Education:   A bachelor’s or master’s degree in Real Estate, Business, Finance, Management, Business Administration, MBA, Accounting, Education, Marketing, or Economics. In lieu of a bachelor’s degree, a high school diploma or GED and an additional seven (7) years of experience in real estate may be considered.
 
 
Experience:   Minimum of 6 years of relevant experience in real estate, including a proven track record in property acquisition, development, management, and compliance with legal and regulatory requirements. This experience should encompass negotiation, financial analysis, strategic planning, and effective collaboration with stakeholders.

Notes:      
 
 1. Additional experience in administrative or professional work may be substituted on a year-for-year basis for the required education.
 
 2. Additional graduate-level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-to-year basis for the required general experience.
 
 3. Candidates may substitute U.S. Armed Forces military service experience involving staff work related to the administration of rules, regulations, policies, procedures, and processes, or overseeing or coordinating unit operations or functioning as a staff assistant on a year-for-year basis for the required education and experience.
