The mission of the Office of the State Controller (OSC) is to protect the financial integrity of the State and promote accountability in an objective and efficient manner.
The foundational principles of the office are Integrity/Ethics, Objectivity and Accountability. OSC's overall goals are to optimize operational execution, manage risk effectively and efficiently and foster a high-performance culture. OSC will provide excellent customer service while achieving those goals. The State Controller is the State's Chief Fiscal Officer. The Controller serves as an independent resource to protect the financial integrity of the State and to promote accountability in an objective and efficient manner through accounting, disbursing, payroll, internal control, eCommerce, and financial reporting systems. The basis for the Controller's authority is statutory.
Description of Work:
This position is assigned to the North Carolina Financial Systems Division, North Carolina Office of the State Controller (OSC), and is a member of the NCFS team responsible for supporting the current State systems with cloud-based applications and improved business processes. This team's primary mission is to partner with business users and IT to design, develop, document, implement and support Oracle Financials Cloud ERP for the State of North Carolina.
This position primarily supports the Materials Management modules of NCFS which cover Procure to Pay, Inventory, and Fixed Assets. This position requires a candidate with NCFS experience and a working knowledge of state government policies, procedures and financial systems. Duties for this position include system configuration, data clean-up, business process design, training documentation and financial reporting. The Business Systems Analyst II is accountable for producing high quality work products in the areas of data validation, system testing, and documentation. This position works closely with staff across state entities to determine business needs and system solutions that align with statewide business processes and support state entity business needs. The position performs the following:
NCFS Enhancements & Maintenance
  • Manage ongoing quarterly System updates for NCFS Sustainment
  • Manage and implement new System requirements/enhancements
  • Manage and follow System development/enhancement life cycle processes for System sustainment
  • Proactively identify changing requirements and problems regarding NCFS needs
  • Compliance and Security
Ensure adherence to governmental regulations, policies, and security standards in relation to:
  • Data handling
  • System access
  • Information privacy

NCFS Support
  • Assist users with inquiries related to system functionality and data integrity
  • Troubleshoot and resolve technical issues promptly
  • Be personally responsible for the timeliness, accuracy, completeness, and quality of all assigned deliverables
  • Act as lead to configure, maintain, and troubleshoot designated systems
  • Facilitate and own the final business process changes that are agreed upon

  • Ability to interpret, analyze and apply knowledge of complex laws, regulations, procedures, generally accepted accounting principles, technical and professional standards, and serve as technical resource for unprecedented issues
  • Ability to analyze and apply knowledge of accounting, budgeting and information systems and operations to assist complex agencies
  • Ability to apply knowledge of program specifics such as electronic-commerce, banking, bond disclosure requirements and other areas which require coordination with statewide management agencies
  • Ability to design and implement various complex financial systems, and/or program information and confirm accountability, integrity and conformance to rules, regulations and standards
  • Ability to recognize complex problems, identify issues, propose solutions and to serve as resource for others, especially complex agencies
  • Ability to communicate complex standards and issues in writing and verbally in a clear, concise and organized manner, make recommendations on policy impact and/or operations, reviews and edits others' communications
  • Ability to independently develop statewide fiscal training and education needs based on extensive knowledge of accounting standards and systems, auditing standards and procedures, federal single audit, cost allocations, tax compliance, e-commerce and related activities
  • Ability to independently consult and suggest corrective action related to complex statewide fiscal and/or financial challenges
  • Ability to lead project(s) within established guidelines and standards, or ability to lead a component of a larger project
  • Ability to proactively identify changing requirements and problems regarding management needs and other fiscal procedures, account structures or reports, and financial systems

Minimum Education and Experience Requirements

Bachelor's degree from appropriately accredited institution in a discipline related to the area of assignment with three years of programmatic experience related to the area of assignment; or an equivalent combination of training and experience.
