Examples of Duties
Job Purpose
Under general supervision, administers a Division within the Department of Social Services and supervises professional and support staff engaged in the practice of social work to support children and families experiencing out of home care.
Essential Job Duties
  • Plans, directs, and administers a Division that provides social work services, including clinical case management.
  • Interprets and develops standards, policies, and procedures governing the operation of the Division.
  • Evaluates the effectiveness and efficiency of programs and services provided.
  • Integrates and coordinates the program activities with other agencies, institutions, and programs, including other Divisions within the Department of Social Services that provide child welfare services.
  • Selects, supervises, and evaluates social workers and other professional and support personnel.
  • Assesses training needs and plans, develops or provides professional training to staff.
  • Provides clinical consultation to professional staff and outside agencies regarding social work issues.
  • Plans, prepares and administers the Division's operating budget(s), including grant fund administration.
  • Develops and manages appropriate reporting mechanisms to maintain records.
  • Prepares reports and statistical documents in accordance with local, State, and federal mandates.
  • Serves as a member of the department's management team.
  • Assists in the development of the agency's strategic plan.
Emergency Operations : Participates as needed in agency's mandated obligation to provide mass care and shelter under direction of County or State Emergency Operations Center

  • Represents the agency at meetings and conferences.
  • Serves on various committees, boards, and commissions.
  • Participates in public relations and education regarding services provided.
  • Performs other related duties as required.

Qualifications
Required Education and Experience
Possession of a master's degree in social work from a college or university approved by the Council of Social Work Education;
Plus
At least eight years' experience rendering professional social work services, of which four of those years were in a supervisory, consultant, or teaching capacity.
Education beyond a master's degree from an approved college or university in the field of social work may be substituted on a year-for-year basis up to a maximum of two years for the required experience.
Knowledge, Skills, and Abilities (Entry Level)
  • Knowledge of the principles, practices, and theories of social work and human behavior.
  • Knowledge of the diagnosis, treatment, and management of social, emotional, and mental dysfunctions.
  • Knowledge of current social, economic, and health problems.
  • Knowledge of individual, family, and group therapy dynamics and techniques.
  • Skill in applying social work theories and principles to a variety of case settings.
  • Writing skills necessary to complete forms, case histories, and reports.
  • Good interpersonal skills.
  • Ability to gather and assess information for the purpose of evaluation or assessment.
  • Ability to assess needs of patients and clients.
  • Ability to assist in developing effective treatment or service programs for individuals and to provide crisis intervention.
  • Ability to lead goal-oriented individual, family, and group counseling or therapy sessions.
  • Ability to interpret and apply federal, state, and local guidelines, regulations, and procedures for practicing social work services.
  • Ability to prepare accurate and comprehensive reports.
  • Ability to establish effective working relationships with all contacts.

  • Comprehensive knowledge of applicable Federal, State, and local regulations, procedures, and guidelines.
  • Thorough knowledge of County and departmental rules, regulations, policies, and procedures relating to the performance of duties.
  • Thorough knowledge of the organization and operations of the department, County, and other agencies affiliated with the program.
  • Skill in integrating and coordinating the activities of the bureau with other social service programs and services.
Licenses and Certificates
Possession of a license, issued by the Maryland State Board of Social Work Examiners, as a Licensed Certified Social Worker (LCSW) is required at the time of application. Some positions require possession of a LCSW-Clinical license issued by the Maryland Board of Social Work at the time of appointment.
Preferred License Must be a Maryland State Board of Social Work Examiners Board Approved Supervisor.
Possession of a valid license equivalent to a non-commercial, class C Maryland driver's license may be required for some positions within this classification at the time of appointment.
Employees must maintain licenses and certifications throughout the course of their employment.

EXAMINATION PROCEDURE

Salary
Annual Salary review - Step increases may be granted on anniversary date based on satisfactory job performance
