SUMMARY: Education Service District 123 seeks a qualified ECLIPSE Family Support Specialist (FSS) for our regional sites. The ECLIPSE program offers trauma-informed intervention and support for families with young children who have experienced significant trauma, both in our ECEAP preschool program and through home visits. The FSS will manage a caseload of 18-20 families, providing intensive case management and collaborating with site staff and the ECLIPSE Mental Health Counselor to offer parent education and advocate for children's needs. The role includes recruiting ECEAP children eligible for ECLIPSE services and adhering to ECEAP standards and social services best practices. The position is based in Pasco, WA, with travel throughout the ESD 123 region.
ESSENTIAL FUNCTIONS:
  • Contribute to the development of positive communication, mutual respect, mutual support, competence and creativity among all members of the ECEAP staff.
  • Organize and conduct ongoing recruitment to ensure full enrollment in the ECEAP ECLIPSE program. In collaboration with other site staff, participates in ongoing recruitment for ECEAP children.
  • Organize and conduct enrollment activities, interviews parents to determine program eligibility, verifies income and obtains necessary parent permission for ECEAP/ECLIPSE activities.
  • Provide intensive case management services for children and families enrolled in the ECLIPSE program. Services include but are not limited to home visits, parent education, referrals and resources and additional support in the child's classroom.
  • Support the ECLIPSE work being done at home or in class to meet the individualized care plan for the child.
  • Assist in the coordination and participate in multidisciplinary meetings to develop and evaluate individualized interventions for children and families in the ECLIPSE program. This will include but is not limited to individual care plan meetings with various agencies that work with the family, Individual Education plan meetings or any meetings to cover the unique needs of the child.
  • Work in partnership with families to overcome barriers, meet their stated goals and achieve economic success and prosperity through intentional goal setting, family coaching and individualized family interventions.
  • Work with diverse populations and access interpreters and the Language Line as needed through ESD ECEAP Interpreter Fund.
  • Visit home of families as appropriate for the purpose of enrolling children in program, interviewing parents, informing parents of school and/or community resources, providing child development and parenting information and supporting families to improve progress for their child/family goals.
  • Collect and identify health and nutrition information including medical, dental, immunization records and other information from parents and health providers
  • Provide support to families experiencing a crisis and referrals as needed.
  • Promote parent, staff and community partnerships in the ECEAP program through various methods (e.g., parent meetings, parent leadership, Parent Professional Development opportunities, newsletters, parent trainings, home visits, Policy Council, volunteer opportunities and other strategies.) Encourage parents to participate in decisions concerning the education of their children and support families involved in site leadership activities.
  • Work with families and site team to ensure smooth transition for children and families to before and after-school, between ECEAP and Kindergarten and exiting the ECLIPSE program.
  • Coordinate with site staff to plan events that will educate families in areas of child and family development, health, mental health or other areas of interest indicated by families.
  • Maintain accurate records including enrollment information, mobility mentoring, documentation of referrals made, family follow-up and home visiting hours according to ECEAP program standards. Compile and submit monthly activity report information and other required records as directed by the supervisor.
  • Establish relationships with community members and agencies to enhance services for ECEAP/ECLIPSE families and maintain connection through attending pertinent community-based meetings. Develop and maintain an updated list of community resources including but not limited to physical, mental and oral health resources.
  • Travel between work sites as needed. The travel will be throughout the ESD 123 region on a consistent basis.

Provide oversight and supervision of professional staff and administrative staff

QUALIFICATIONS:
  • Must have one of the following qualifications:
  1. A bachelor's degree in human development, human services, family support, social work, early childhood education, child development, psychology, or another field directly related to their job responsibilities (preferred)
  2. An associate or higher degree with the equivalent of 30 college quarter credits in adult education, human development, human services, family support, social work, early childhood education, child development, psychology or another field directly related to their job responsibilities. These 30 credits may be included in the degree or in addition to the degree;
  3. DCYF-approved credential from a comprehensive and competency-based Family/Social Service training program that increases knowledge and skills in providing direct services to families; or
  4. A Washington State ECE Home Visitor Certificate
  • Home Visitor CDA
Other qualifications required:
  • Demonstrated successful experience working with and providing support to students and families.
  • Bilingual English/Spanish
  • Cleared portable background check (or the ability to obtain)
Requires knowledge of:
  • Early childhood development and learning.
  • Trauma Informed practices.
  • ECEAP preschool or Head Start preschool preferred.
  • Community resources for families and appropriate referral procedures.
  • Coaching and goal setting with adults.
  • Positive Behavioral Intervention Strategies.
Requires the ability to:
  • Communicate effectively with people from diverse backgrounds.
  • Be flexible to meet with families at their time convenience and where they are comfortable; including their home environment.
  • Participate as a positive, productive team member of the site's multi-disciplinary team.
  • Establish and maintain relationships and identify strengths and goals of family members desirable.
  • Effectively communicate with preschool age children, family members, outside agencies, co-workers and other district staff.
  • Work effectively with diverse populations and people with limited income
  • Utilize basic computer programs.
  • Work flexible hours and travel between works sites.
Certification and Licenses:
  • MERIT Portable Background Check (cleared before working directly with children)
  • MMR (Measles, Mumps, and Rubella) vaccine or proof of immunity
  • Completion of one-step Mantoux tuberculosis (TB) skin test, or treatment in accordance with WAC 110-300-0105(3).
  • First aid and CPR card within 90 days of hire.
  • Food Handler's Permit

COMPENSATION:
  • Paid once a month on the last working day of the month.
  • Receives an average monthly gross paycheck based on the number of days and hours assigned to the work calendar (Sept 01-Aug 31) and placement on the salary schedule.
  • A full work calendar for this position is 180 days and 8 hours per day. Below is an example of a gross monthly paycheck for a full work year:
    • $12,919.60 (step 1/year 1) - $3,2685.60 (step 5/year 5)
    • This amount may increase or decrease slightly based on hiring date and months remaining in the work calendar (Sept 01-Aug 31).

WORKING CONDITIONS/PHYSICAL REQUIREMENTS:
Work is performed primarily in an office environment; however, travel is required to local school districts and program sites, and for workshops, committee representation and conferences at local, regional, and state level. Sitting for extended periods of time may be required. Lifts and carries a maximum of 35 pounds. Adequate manual and finger dexterity, hearing, speech, and vision are necessary to perform the essential functions of this position.
