The Oregon Department of Early Learning and Care is excited to announce a permanent opening for a Director of Community Systems (Policy, Planning & Development Manager 2).

This position will work a hybrid schedule of working both remotely and in the office.

What you will do:

The purpose of this position is to lead and supervise the Community Systems Office and to develop and manage DELC’s approach to designing and implementing regionally based strategies to ensure that all Oregon families have access to high-quality early learning and care. Specifically, this position will:

  • Manage the Community Systems Office and supervise staff responsible for Early Learning Hub coordination, Coordinated Enrollment, and other key functions.
  • Lead the ongoing development and management of Community Systems in collaboration with partners.
  • Foster cross-sector and cross-agency collaboration in support of DELC’s mission and goals.

What we are looking for (minimum qualifications):

Six years of supervision, management, or progressively related experience; OR three years of related experience and a bachelor's degree in a related field.

In addition, we are looking for applicants that have the following Desired Attributes (requested skills):

  • Experience working in community-based systems and managing system coordination.
  • Commitment to equity, customer service, and community and parent engagement.
  • Strong relationship building and communications expertise.
  • Excellent supervisory and management skills, including demonstrated history of ensuring accountability and timeliness.
  • Proven ability to successfully navigate government processes.
  • Experience using data to measure program performance.
