The Subcontract Administrator is an individual contributor, who must have hands-on experience and familiarity with the full contract lifecycle including Pre-Award, Award, and Post-Award phases of subcontracting.
This position will administer subcontracts and develop/maintain internal business relationships at the project and program level, and external business relationships with vendors, suppliers, and subcontractor points of contract. The candidate will execute subcontracting strategies, serve as the point of contact for subcontract administration for internal programs; assess subcontract risk and mitigation strategies, and support the Director of Contracts as required, contribute to new and innovative business subcontracting solutions for an emerging small business; and support business planning activities. The candidate must be independent, an executor of competing priorities, a self-starter, and both tactically and strategically focused on the correlation between overall subcontract management success and the overall success of the business.
The ideal candidate will have in-depth knowledge and experience with subcontract negotiations with small and large business vendors, teaming partners, developing Requests for Quotes (RFQs) / Requests for Proposals (RFPs), leading source evaluation teams, overall subcontract administration, project controls, and subcontract closeout. US Citizenship is required for consideration for this position.
Key functions of the position:
- Experience with federal government statutory and regulatory guidelines and regulations that govern federal procurements and subcontracts.
- Primary subject matter expert (SME) and corporate liaison in negotiating, administering, modifying, reporting, auditing, and closeout of awarded subcontracts (Federal, State, Commercial), single/multiple award GWACs, BPAs, and resulting task orders.
- Prepare, negotiate, and administer various subcontract-related agreements (e.g., Non-Disclosure Agreements (NDA's), Teaming Agreements (TA's), Contractor Teaming Agreements (CTA's), Modifications) and the interpretation of contractual language and provisions.
- Support A-TEK's operating groups to ensure compliance with subcontract requirements, terms and conditions, and operating practices to ensure successful subcontract execution and organizational objectives.
- Work closely with Project Managers and Project Controls to ensure subcontract compliance with approved funding and invoice submission requirements.
- Serve as the primary interface between A-TEK and vendor and supplier subcontract representatives, for subcontract issues, including developing timely and actionable solutions that balance the interests of both A-TEK and its customers; monitor assigned programs for subcontract terms; support subcontract project controls and financial tracking/reporting.
- Work directly with technical and program management staff to facilitate the resolution of any subcontract and/or program issues and serve as SME to senior management on all procurement and subcontracting-related matters.
- Foster collaborative working relationships with a wide range of stakeholders including Program Teams, Operations, Project Control, Pricing, Business Development, Procurement, Finance, Human Resources, and supplier subcontracting personnel.

EDUCATION
- Bachelor's degree with business emphasis. Equivalent work experience will be considered in lieu of a degree.
- 3-5 years or more in government subcontracting
- Serves as team leader for projects or work areas.
- Participates in planning, organizing, monitoring, and assessing work.
- Leads meetings with vendors and suppliers.
- Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook)
- Experience with the System for Award Management (SAM), SBA Dynamic Small Business Search (DSBS), GSA eBUY, eMOD/eOFFER, FedConnect
- Strong organizational and time management skills with the ability to prioritize tasks effectively.

- Ability to work independently and as part of a team in a fast-paced environment.
- Attention to detail and accuracy in work.
- Strong problem-solving skills and the ability to think critically.
- Experience with government solicitation types (i.e., RFP, RFQ, RFI's, Sources Sought Notices) and managing all forms of government contract types (Cost-type, FFP, T&M/Labor hour, ID/IQ contracts, GWACs including GSA Multiple Award Schedules (MAS).
- Experience in developing, modifying, analyzing, and negotiating contract documents including but not limited to, Non-Disclosure Agreements (NDAs), Teaming Agreements (TAs), CTA's, and Subcontract Agreements.
- Experience preparing solicitation packages, purchase requisitions, and orders.
- Working knowledge and experience reviewing and understanding pricing, representations and certifications, and subcontracting regulations, terms, and conditions.
- Managing subcontracts as the Buyer organization with values ranging from up to $5M.
CERTIFICATION REQUIREMENTS
- Certified Federal Contracts Manager (CFCM™)
- Experience with Deltek Costpoint and Microsoft SharePoint a plus.
- Bookkeeping or accounting experience
- May execute a variety of contractual actions, including high-dollar, complex subcontracts.
- Represents subcontract management organization with peer organizations and suppliers to develop plans, organize work, negotiate terms, monitor progress and resolve problems.
- Thorough understanding and working knowledge of the Federal Acquisition Regulations, Supplemental Regulations such as DFARS, HHSAR, GSAM, and CFR.
- 3-5 years of experience in contract negotiation/administration, specializing in government contracts, procurement, and/or subcontract management.
