Grey Street Consulting, LLC (Grey Street), a leading small business provider of Human Capital operational support services to Federal civilian and defense agencies, is seeking to hire a Human Capital Specialist (Recruitment and Staffing) to support our clients within the Government Publishing Office.
GPO is located in NW Washington, DC and this position is being performed in a remote capacity. Candidates need to be agreeable to the possibility of the government returning staff on-site, potentially multiple days per pay period in the future.
Essential Duties and Responsibilities
- Consults with hiring managers on recruitment actions discussing a variety of topics such as the position, special considerations, general recruitment information, and areas of consideration, assessment information and job analysis.
- Manages internal and external recruitments by developing multiple recruitment strategies utilizing such methods and sources as Delegated Examining, Merit Promotion, special hiring authorities (ex. Veteran’s Recruitment Act (VRA), 30%, Disability, student programs, temporary/term employment).
- Prepares vacancy announcements using USA Staffing and USAJobs and completes all required actions, including job analysis, crediting plan, identifying best qualified candidates, issuing a certificate of eligible candidates, and extending final job offers.
- Provides guidance and advisory services to operating managers in analyzing and proposing solutions to personnel management problems.
- Knowledge of prohibited personnel practices.
- Performs position analysis to determine organizational requirements.
- Knowledge and strong ability to adjudicate Veteran’s Preference.
- Experience rating and ranking applicants under Delegated Examining utilizing Category Rating Procedures.
- Evaluates qualification and eligibility for positions being filled.
- Determines recruitment strategies – utilizing a variety of sources (when applicable) to find job candidates.
- Posts job vacancy announcements using USA Staffing.
- Issues certificates using USA Staffing.
- Develops Merit Placement Plans and ensures compliance with federal laws and Agency Merit Promotion Plan.
- Ensures that the selecting official has a reasonable number of well-qualified candidates from which to choose.
- Performs internal and external recruitment and placement actions such as appointments, promotions, reassignments, change to lower grades and position changes for the most difficult and complex organizations which may include positions from various divisions, various duty locations, and/or unique or unusual pay systems. Ensures all HR functions are completed in accordance with regulations.
- Provides guidance and assistance to supervisors and/or designated subject matter experts in the development of ranking criteria.
- Oversees all actions associated with the position; ensuring all required actions are completed including job analysis, crediting plan, identifying best qualified candidates, issuing a certification of eligible candidates, and extending final job offers.
- Ensures required selection documentation and information is correctly recorded and collected.
- Attends all staff meetings.
- Attends business unit training sessions as necessary.
- Completes mandatory agency training.
- Capability of learning additional software that may be required for the position.
Requirements
Job Requirements and Experience
- Bachelor’s degree and a minimum of two (2) years relevant full-time experience within the last five (5) years, or equivalent combination of education/experience.
- Current DEU certification required.
- Consulting skills.
- Comprehensive knowledge of Human Resources staffing and DE policies, procedures, and methodologies with ability to accurately apply the Fair Labor Standards Act.
- Demonstrated knowledge of federal HR concepts, practices, laws, regulations, policies, and precedents.
- Comprehensive operational knowledge of OPM classification standards, federal position classification, position management, organizational development, and realignments.
- Ability to advise and assist management in accomplishing personnel management responsibilities.
- Extensive knowledge and expertise providing staffing guidance and operational services for the competitive job posting process.
- Extensive knowledge and expertise developing job analyses and assessment documents to support the hiring process.
- Skilled proficiency in the use of Microsoft Windows and Office programs including Word, Outlook, Excel, PowerPoint, and Teams.
- Updates HC Dashboard - Tracker with accurate and concise information.
- Excellent verbal and written communications skills.
- Detail-oriented with solid proofreading and editing skills.
- Exceptional customer service and relationship-building skills.
- Ability to coordinate efforts with others to find mutually acceptable solutions for the successful achievement of goals.
- Experience serving as quality reviewer of personnel actions, ensuring accuracy and completeness.
- Skilled in pay setting.
- Knowledge of Federal pay rates and systems to include General Schedule and Federal Wage System.
- Experience in applying federal laws, regulations, guidelines, and procedures governing all aspects of pay administration including pay setting procedures and 3Rs (recruitment, relocation, retention) incentives.
- Experience developing multiple recruitment strategies utilizing sources such as veteran, reinstatement, direct hire, and/or other non-competitive appointment authorities.
- Knowledge of employing reemployed annuitants on a part-time basis under the National Defense Authorization Act (NDAA).
- Ability to organize work, set priorities, and determine resource requirements.
- Ability to work effectively both independently and in a team environment.
- Works with automated personnel computer systems and software to process personnel actions and when completing work assignments. Must have working knowledge of the following:

- Operate a PC and phone in an office environment.
- Work in a primarily sedentary position.
- Perform some bending, light lifting, and carrying of equipment may be required.
- Any additional office equipment that is required by the position.
