Health Alliance Plan (HAP) is actively seeking a strategic and innovative leader to join our executive team as the Vice President & General Manager of Government Programs. This individual will play a critical role in shaping and executing the multi-year strategy for government health plans, driving business growth, and enhancing member retention, all while contributing to the success of HAP’s mission to provide exceptional healthcare coverage and a focus on improving the health and well-being of the communities we serve.
The VP & General Manager of Government Programs role is central to driving the strategy and growth of HAP’s Government Products, Medicare Product, and Sales, aligning with the organization's vision for sustained growth and member retention.
You will be responsible for developing, executing, and leading a team to clearly define strategy for Government Products, Medicare Product and Sales in a manner that supports consistent business growth and member retention; product awareness; and to achieve the organization's objectives for sales, growth, and profitability.
PRINCIPLE DUTIES & RESPONSIBILITIES:
- Develop multi-year strategy development of government products
- Lead strategic partnership strategies for growth with CareSource and Michigan State University - MSU healthcare
- Design and implement a strategic plan to advance HAP’s programs and priorities, drive membership growth and increase the visibility of its programs and the engagement of key stakeholder audiences
- Lead agent and FMO strategy, develop and maintain relationships with the distribution channel to meet and exceed growth goals
- Create strategies to cultivate and enhance meaningful relationships with targeted external audiences, including the sales agents and producers, and other key influencers
- Oversee marketing strategies that attract strong sales leads and outcomes
- Develop short- and long-term plans and budgets for the department, monitor progress, assure adherence, and evaluate performance. Work closely with other departments to develop strategies, and budgets to achieve the desired impact in these areas
- Recommend short and long-term organizational goals and objectives to the CSMO and senior management team
- Conduct new product development activities from idea generation through concept development, product design, financial assessment, and product launch. This includes the development of ROI, product business plans and implementation models
- Lead the annual Medicare bid process in collaboration with HAP’s Chief Actuary, create strategic plan, lead bid meetings, optimize all levers to file a competitive and comprehensive MA bid
- Develop and execute on EGWP growth and retention strategy
- Conduct product Implementation via formal project management and coordination with other key HAP activities related to Advertising, Sales and Marketing, IT, Finance, and other Operational areas
- Coordinate regulatory filings, provider contracting, infrastructure impact assessments and development pertaining to new/changed products. Coordinate all internal and external communications, training coordination and post launch assessment for new products
- Manage all products utilizing the product lifecycle and management discipline to monitor, measure, and assess product performance. Identify potential product adjustments, assess change impact, and design and implement changes
- Develop and monitor Product and Sales Dashboards for key performance measures pertaining to all HAP Product lines. This should include but not be limited to Revenue Growth, Profitability, Sales Efficiency, Product Development Cycle Time, and Membership Growth
- Develop an awareness of market trends in leading markets and stay abreast of governmental initiatives that could affect product development. Maintain primary level of contact with outside consulting firms and companies associated with leading edge product development.
- Lead competitive intelligence and market analytical activities
- Build and lead a strong team to support the development and execution of HAP’s strategic goals
- Perform other duties as assigned
EDUCATION/EXPERIENCE REQUIRED:
- Bachelor’s degree in health care administration, marketing, or related field required
- Master’s degree in health care administration, marketing, leadership, journalism, communications, allied health field, or related field preferred
- Minimum of ten (10) years of experience in management capacities (with responsibilities and exposure to Product development/Product management) within the HMO/Insurance and/or healthcare industry
- Minimum of ten (10) years of sales and sales leadership experience
- Minimum of (5) years of experience in developing and maintaining strong interpersonal relationships with health care stakeholders (purchasers, providers, community organizations.)
- Experience of an entrepreneurial nature, preferably within a Health Insurance setting
- Familiarity and working knowledge of Portfolio/Financial Management techniques
- Experience in health promotion, health education and health communications
- Experience in a nonprofit, membership association, public policy, or related organization working effectively with board members, volunteers, and member organizations preferred. Knowledge and understanding of the charitable/philanthropic sector are a strong plus
- Exceptional writing and editing; conceptual and creative thinking abilities with skills in customizing communications for a variety of audiences and formats
