The Red Cliff Chippewa Housing Authority (RCCHA) seeks an experienced, professional leader who is passionate about housing and community development. RCCHA manages over 200+ rental properties and administers a multitude of housing programs & grants within the boundaries of the Red Cliff Tribal lands within Bayfield County, Wisconsin. RCCHA has 4 departments with 15-20 full-time employees. The Executive Director will provide the vision, leadership, and management to set and direct operational goals and objectives, meet financial & administrative reporting requirements, and manage agency personnel to effectively operate the organization.

The Executive Director is responsible for overall agency direction and budget, implementation of Federal and Tribal housing policies and programs, strategic planning & asset management; property development, and building and sustaining community relationships to leverage the benefit to Red Cliff residents. The Executive Director will represent the Housing Authority on local, statewide, regional, and national levels to promote awareness of housing needs, programs, and services and will assist the agency in being a driver of collaborative action around community development strategies.

This high-level position involves a broad range of activities, including housing planning & development, complex grant and budget management, grant application and resource development, personnel supervision and development, and oversight of construction, rehabilitation, modernization, maintenance, property & tenant management. The Executive Director is also designated as the Authority’s Contracting Officer and executes all legal, financial, and budgetary documents on its behalf. The successful candidate will be familiar with affordable housing programs, budgeting, financial management, housing development, personnel management, and federal housing regulations and policies.

This position requires excellent multi-tasking, communication skills and the ability to manage inter-disciplinary teams effectively.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  1. Organizational leadership
    1. Act as an accessible and energetic leader who exercises personal integrity, diplomacy, and a sense of humor to promote a disciplined, decisive, and collegial team environment.
    2. Responsible to oversee the leadership of staff, the development of organizational policy and work standards, and the stewardship of a positive, energetic work environment.
    3. Demonstrate genuine commitment to diversity with a notable reputation for understanding and promoting the view that all people have value.
    4. Provide leadership in developing program, organizational and financial plans with the Board and staff, and carry out plans and policies authorized by the board.
  2. Strategic planning
    1. In partnership with the board, assist in determining unmet need & assure the development and implementation of appropriate short and long-term plans that will clearly state and provide the roadmap to achieve the mission, goals, and objectives of RCCHA & the Tribe.
    2. Research various types of grants available and the criteria to qualify for each.
    3. Draft and complete grant applications according to application requirements.
    4. Ensure grant is submitted on time and within application parameters.
    5. Compile necessary information for the application process through collaboration with other employees, database research, and other factfinding actions and meetings.
    6. Track national policies and trends.
    7. Initiate and direct development of strategies, proposals and plans consistent with the strategic plan.
  3. Resource development and budgets
    1. Work with staff on the preparation and submission to the Board of a proposed annual budget with detailed estimates of revenue and expenditures.
    2. Provide regular financial updates to the Board; take immediate actions to correct deficiencies and report such action to the Board.
    3. Ensure the development and implementation of plans, programs, and processes to identify and secure the financial resources needed to carry out the RCCHA mission.
    4. Be responsible for developing and maintaining sound financial practices; ensure that adequate funds are available to permit the organization to carry out its work.
  4. Board governance and support
    1. Maintain appropriate and timely communication with the Board and its Chair; periodically submit to the Board and/or Tribal Council reports and/or recommendations concerning the affairs of the organization and future financial needs of the organization.
    2. Assure that the organization’s vision, values, and strategic plan are regularly reviewed with input from the community and the Board, and take other actions needed to assure that the agency is well prepared to lead needed change in affordable housing practices.
    3. See that the Board is kept fully informed on the condition of the agency and all-important factors influencing it.
  5. Community and governmental leadership
    1. Be a visionary leader and convener for the expression of new ideas and practices, technological advances, and new partnerships to ensure RCCHA/HBOC continued fiscal health and ability to achieve strategic goals.
    2. Create and build awareness of RCCHA/HBOC’s role in the community. Be an open and persuasive communicator who will achieve consensus, trust and cooperation among the Board, staff and external organizations and agencies related to the role of RCCHA/HBOC as a vital service organization.
    3. Establish sound working relationships and cooperative arrangements with government officials, community groups and organizations.
    4. Provide local, state, and national leadership by actively partnering with organizations, agencies and political leadership on issues and projects that affect affordable housing; represent the agency at meetings, conferences, and in other settings to promote the goals of RCCHA/HBOC; and serve as the spokesperson for the agency and its residents.
    5. Participate on a variety of boards; attend and participate in professional groups and committees.
  6. Operations management
    1. Assure compliance with federal, state, and local regulations.
    2. Maintain a working knowledge of significant developments and trends in the field.
    3. Provide supervision of, & assistance to subordinate personnel on unusual or difficult matters, i.e., difficult tenants/clients, inspection of units, and unusual tenant/client problems.
    4. Maintain appropriate staffing, responsible fiscal management, current effective operational policies & procedures.
    5. Conduct regular staff meetings to discuss & engage staff on operational matters.
    6. Respond to and resolve difficult and sensitive citizen inquiries and complaints.
  7. Ethical Standards and compliance with RCHHA policies
    1. Fulfill all duties and responsibilities with a high level of integrity, honesty and adherence to agency policies and rules.
    2. Institute and uphold established behavioral standards.

POSITION REQUIREMENTS AND QUALIFICATIONS

  1. Educational level and experience
    1. Bachelor’s Degree in business or public administration or closely related field is required.
    2. A minimum of five (5) years of progressively responsible experience at the executive/management level with a housing authority, public or non-profit service agency including demonstrated experience in selecting, training, motivating, evaluating, and disciplining employees.
    3. Previous supervisory experience; supervising department/mid-level managers.
    4. Experience interacting and partnering with elected & appointed leadership boards is essential.
    5. Demonstrated experience in building multiple revenue streams and increasing community and governmental support is required.
    6. Previous experience working in a Tribally Designated Housing Entity (TDHE).
  2. Knowledge, skills, and abilities
    1. Knowledge and practices of housing and governmental management; working knowledge of NAHASDA.
    2. Knowledge of Low-Income Housing Tax Credit (LIHTC) projects/programs.
    3. Knowledge of the principles and techniques of grant writing, grant administration, public funding, contract administration and negotiation, constituency services, and fiscal and organizational management.
    4. Mental aptitude and an ability to articulate a wide range of information and views, both general and technical, to a wide variety of audiences.
    5. Ability to interact and relate to people at all levels of an organization.
    6. Excellent verbal, written and presentation communication skills.
    7. Superior ability to write persuasively in a range of subject matter, both technical and general for a range of audiences; superior ability to edit work for spelling and grammar; present numerical data effectively; able to read, write and interpret documents of a technical nature.
    8. Willingness to make decisions; exhibit sound and accurate judgment; support and explain reasoning decisions; include appropriate individuals in the decision-making process; make timely decisions.
    9. Attention to highly detailed work accurately and efficiently; able to organize and work independently in an environment of frequent interruptions.
    10. Possess a high regard and ability to meet schedules and timelines; skills in planning and organizing work and excellent ability to work independently with little direction.
    11. Ability to engage a wide variety of people with a high level of professionalism, courtesy, and good humor, including culturally, socially, and economically diverse populations, seniors, persons with disabilities, contractors, and professional colleagues.
    12. Demonstrate a strong commitment to maintain confidentiality in all assignments as directed.
    13. Possess a high degree of proficiency in Microsoft Office products, including Word, Excel, and Outlook and be effective with software program use without close clerical support.
    14. Experience working with Native American Tribes.
  3. Certification/Registration
    1. Must have and maintain a valid driver’s license with acceptable driving record and auto insurance.
    2. Must pass criminal background checks and drug screenings.

Working Environment

The Executive Director works primarily in an office environment and requires the ability to work at a workstation and sit for long periods of time. Travel to attend meetings or attend training events as well travel to sites to conduct site visits; contact with people of various social and economic backgrounds; hours of work include some evening and weekend work. Must be willing to visit tenant dwellings. While performing the duties of this job, the employee is exposed to weather conditions prevalent at the time.

Physical

Incumbents require sufficient mobility to work in an office setting and operate office equipment including computers. Require ability to visit existing buildings possibly on rough terrain to conduct unit and site inspections. Units may be multi-storied without access to an elevator or situated far back from parking areas. Inspection of sites/units may require an incumbent to conduct the inspection without the ability to sit for an extended period.
