The Public Works Department is currently seeking applicants for an Associate Civil Engineer opening in the Engineering Division of the Public Works Department. The position is intended to bring professional pavement expertise and Pavement Management Program implementation abilities to our Division.
The Engineering Division leads the development and implementation of the City's 5-year Capital Improvement Program (CIP). The CIP involves the acquisition, design and/or construction of major capital facilities within the City. The program reflects long range capital planning efforts by identifying specific projects, the timing of expenditures, and the estimated impact on operating budgets for those projects necessary to support this infrastructure over a considerable period of time. Our Division prepares plans, specifications and estimates for various capital improvement projects involving roads, sidewalks, drainage infrastructure, traffic signals, utilities, bike/pedestrian facilities, bridges and building facilities.
On a day-to-day basis, the Associate Civil Engineer assigned to the Pavement Management Program plays a vital role in technical and field support for the City's capital engineering and pavement management projects under the direct supervision of a Senior Civil Engineer. The incumbent will serve as the Division's subject matter expert for pavement management and pavement engineering and provide technical guidance and assistance on pavement systems, design, construction, and maintenance of new and rehabilitated pavement structures.

Successful candidates will be able to:
  • Perform fieldwork, including surveying pavement conditions, completing field quality control, and marking core and repair locations
  • Run pavement design programs and utilize multiple design methods, such as Caltrans and AASHTO
  • Interpret test results, such as those commonly found in geotechnical engineering reports
  • Prepare field and pavement design reports
  • Utilize StreetSaver and Paver software for the City's Pavement Management Program
  • Prepare pavement management update reports including budget analysis
  • Prepare, evaluate, and interpret civil engineering plans, specifications, and estimates
  • Supervise, guide, and develop junior engineering staff
  • Convey complex ideas and concepts to others through presentations, meetings, discussions, and in writing
  • Promote new technology in all pavement and materials related activities
  • Serve as the Division's resource for all phases of materials engineering, including sampling and testing methods, material acceptance programs, specifications, and state-of-the-art practices
  • Serve as the Division's resource for asset management and performance management implementation
  • Promote knowledge sharing and best practices related to asset management and performance management
  • Provide to partners recommendations for performance and operational improvements and guidance on corrective actions
  • Participate in and contribute to Division program management activities, including Division office policy, development of stewardship and oversight plans, conducting program analysis and risk assessments, development of strategic operations and business plans, promotion of the implementation of a performance-based planning and programming process to partner agencies, and identification and tracking of performance measures and the associated reporting process
Special Requirements: Registration as a Professional Civil Engineer in the State of California with good standing is required.

COMPENSATION AND BENEFITS
The salary range for this outstanding opportunity is $121,913.91 to $147,270.42. Placement within this range is dependent upon qualifications. In addition, the City offers an attractive benefits package, including:
  • Vacation - New employees can accrue up to 120 hours annually.
  • Paid Holidays - 15 paid days per year.
  • Additional Time Off - 104 hours (13 days) of Management Leave per year.
  • Sick Leave - Employees can accrue up to 96 hours annually.
  • Dental and Medical Insurance Plans - The City provides significant contributions to dental and medical plans.
  • Retirement - The City participates in the CalPERS retirement pension system.
  • Deferred Compensation Program - Employees are eligible to enroll in a 457 Plan and the City contributes $100 per month to 401(A) plan.
  • Life Insurance and AD&D - $100,000 of coverage paid for by the City.
  • Phone Stipend - Upto $100 per year for equipment and up to $110 per month for usage.
  • Tuition Reimbursement - $2,000 per year.
  • Professional License Fees - The City pays to renew the incumbent's professional licensing.

Additionally, the Public Works Department offers the flexibility of a 9/80 work schedule (every other Friday off) and a hybrid work environment that allows employees to work in-person and remotely throughout different days of the week. Employees have the opportunity to work remotely by using state of the art equipment provided by the City's I.T. Department.
