This position's duty station is assigned to Dix Campus in Raleigh, North Carolina.
Position Summary
NC Medicaid strives to optimize the purchasing power of each state dollar in the quest to "buy health" efficiently for Medicaid beneficiaries. Division of Health Benefits' Finance Section analyzes national and state economic trends, changes in the health care market, and trends in Medicaid spending using proven budget and finance practices to prepare the Department and North Carolina for financial challenges that lie ahead.
The Budget team develops the biennium and continuation budgets. This team also proactively monitors forecasted and actual spending versus budget, revises budget amounts based on the latest forecasts, and engages with the Centers for Medicare & Medicaid Services (CMS), OSBM and the Department central finance office to manage cash flow to and from NC Medicaid.
This position reports to the Associate Director of Budget. This position is an important role that will support the Budget unit within the Finance section of DHB with primary responsibilities focused on the development, and tracking of the biennial budget and developing monthly forecast updates and variance analysis for DHB, NCDHHS, and other stakeholders.
Job Specific Responsibilities
  • Serve as "hands on" analyst supporting ongoing forecasting and bi-annual budgeting process for both expenditures and receipts for assigned business components including, Medicaid 1115 Managed Care Waiver Budget Neutrality reporting to the Centers for Medicare & Medicaid Services (CMS), and the portfolio of Medicaid-driven Information Technology (IT) projects, DHB's Cost Allocation Plan to be in compliance with Federal requirements.
  • Prepare and monitor budget projections, reports, and modeling activities, including generating regular reports that update current year forecasts of expenditures vs. budget for each fund (e.g. analysis and forecasting of DHB contracts by fund).
  • Provide support to the programs to help guide their development and analysis of budgetary and financial data such as budgetary projections and trend analyses.
  • Provide input into cash flow forecasts for Federal and state funds.
  • Provide estimates of the financial impact of various types of policy and regulatory changes.
Knowledge, Skills and Abilities / Competencies

  • Experience communicating effectively with internal and external stakeholders.
  • Experience analyzing and compiling moderately complex financial data from various sources.
  • Experiencing preparing financial reports.
  • Strong analytical and problem-solving skills with experience in data analysis, forecasting, and modeling.
  • Demonstrated intermediate proficiency in Microsoft Excel, including ability to use intermediate functionality (e.g. sumif and vlookup) to analyze and summarize both structured and unstructured data.
Management Preferences:
  • Previous and proven work experience at Division of Health Benefits/NC Medicaid.
  • Familiarity with relevant and current NC Medicaid operations.
  • Medicaid, Medicare, and/or health insurance industry experience.
  • Demonstrated proficiency in North Carolina Accounting System (NCAS) or North Carolina Financial System (NCFS), IBIS, BEACON/FIORI/Integrated HR/Payroll System, NC DHHS Open Window, and/or familiarity with NC Tracks or similar Medicaid Management Information System (MMIS).

Minimum Education and Experience Requirements

Bachelor's degree in accounting, banking, finance, business administration, economics, or related discipline from an accredited institution and 1 year of directly related experience or an equivalent combination of education and experience
