Job Requirements / Description

The City of Gladstone is seeking a candidate with proven leadership, planning, and organizational skills - a track record in innovation and results. Under the general direction of the City Manager, this position will:

  1. Supervise or coordinate supervision of Finance Department staff (utility billing, accounting, municipal court, information technology, and payroll).
  2. Coordinate and review all accounting functions of the city; facilitate the preparation of the ACFR; coordinate the annual audit; prepare forecasts; implement new financial standards; prepare and update financial policies; facilitate daily accounting issues.
  3. Prepare, calculate, and communicate property tax levy, water rates, and sewer rates; prepare the annual budget, reapportionments, and mid-year budgets; prepare trend analysis of all revenues and expenditures; monitor budget for compliance.
  4. Research and analyze finance department work processes for efficiency and effectiveness; assess performance and implement improvements.
  5. Coordinate, manage, and monitor cash and debt management; coordinate city debt issuance for capital improvement projects; coordinate, monitor, and review economic development documents and debt.
  6. Serve as the communication liaison between the Finance Department and other departments; schedule interdepartmental meetings; coordinate shared goals and objectives with other departments.
  7. Communicate new or changing issues to citizens, customers, and the council.
  8. Perform other related duties as assigned.
  9. Build and maintain tactful, effective/positive working relationships with co-workers, other city employees, and the public.
  10. Foster and contribute to a work environment that supports and exhibits honesty, diversity, integrity, trust, and respect.
  11. Maintain regular and predictable attendance and punctuality.

Minimum Requirements:

  1. Bachelor's degree in Business, Finance, or Accounting required.
  2. Master's degree in Accounting, Finance, or Business or Certified Public Accountant preferred.
  3. Minimum of ten years' experience in Finance or Accounting field required and five years of supervisory experience required.
  4. Previous government accounting experience preferred.
  5. Ability to be bonded.
