Independent Office of Appeals-Collection Appeals
Duties:
- Participates with the Area Director in the development of program plans and assists in the administration of the office. Coordinates functions with Counsel and Operating Division officials to review workflow, procedures, and training for proper administration of the law.
- Communicates and fosters dialogue with subordinates, peers, customers, and partners. Leads team and coaches individual employees in achieving team objectives and effective problem solving. Mentors team members by providing timely assistance in processing cases and facilitating problem resolutions.
- Maintains effective relationships with managers and employees at all levels of the Appeals organization, and with taxpayers or taxpayer representatives. Interacts with taxpayers to determine and meet customer expectations. Holds conferences and negotiates issues to resolve tax disputes.
- Approves settlements for cases that exceed team members' settlement authority. Ensures team member settlements comply with appeals vision and values.
- Analyzes new laws to determine impacts on Appeals' inventory and processes. Develops tax law training, IRM sections, and guidelines for the team and Appeals, Compliance, and Chief Counsel.
Salary:
$122,198 - $176,620/year
Conditions of Employment:
- A 1-year probationary period is required (unless already completed).
- Obtain and use a Government-issued charge card for business-related travel.
Qualifications:
To be minimally qualified for this position, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the next lower level within the payband or GS grade in the normal line of progression in the Federal service. Your experience must include:
- Management/leadership experience such as applying management techniques for program objectives with technical and administrative oversight.
- Experience applying regulations and principles to oversee the planning and implementation of technical aspects of programs.
- Experience applying communicative techniques to interact with internal and external customers.
Education:
A copy of your transcripts or equivalent documentation is required for positions with an education requirement. An official transcript will be required if selected. A college or university degree must generally be from an accredited institution recognized by the U.S. Department of Education.
