The position of Associate Director, Recovery Support Services coordinates with the Recovery Support Services team to oversee and address access to care, quality of care, and integration issues for Public Behavioral Health System (PBHS) recovery support services. The team is part of the larger Special Populations team and manages a portfolio of over 70 contracts and projects, including: supportive housing, supported employment, street outreach, peer support, community centers, and other recovery and wellness services. The team works with a diverse group of stakeholders including consumers, providers, funders and others, to continuously evaluate and improve the team's portfolio of services. This position supervises a team of three coordinators. This full-time position reports to the Director, Special Populations and works in a hybrid work environment in Baltimore, MD.

Essential Functions
Supervision and Leadership Development:

  • Provide strengths-based personnel management, supervision, and support to staff within the Recovery Support Services (RSS) Division.
  • Attract, develop, coach, and retain high-performance team members, empowering them to elevate their level of responsibility, span of control, and performance.
  • Oversee day-to-day activities and time management of RSS staff.
  • Provide training and support as needed to ensure the team's performance.
Contract and Programs Management:
  • Independently manage a portfolio of approximately 70 contracts. Develop and implement contracts management processes to ensure compliance; high-quality service delivery; sound financial management; timely spending; continuous quality improvement processes; and timely, accurate, and relevant data reporting and analysis.
  • Write and continuously revise comprehensive, detailed contract scopes that reflect evidence-based practices.
  • Write, revise, and approve changes to program budgets to ensure that all costs are allocable, reasonable, allowable and that funds are expended in the most effective manner to advance program outcomes.
  • Repurpose, reallocate, and procure funding as needed in collaboration with other BHSB staff by developing or supporting transparent and effective processes.
  • Develop and implement processes for monitoring, documenting, and improving compliance and fidelity.
  • Develop and implement processes for monitoring, documenting, and improving timely, effective spending.
  • Develop and implement processes to source client, provider, and other stakeholder input into continuous quality improvement processes.
  • Develop and maintain complete, detailed, and uncluttered documentation of the Recovery Support Services' team's work product on the BHSB ShareDrive.
  • Collect and analyze data from funded providers and use this data analysis to formulate recommendations for improving programs and the behavioral health system.
  • Work collaboratively with other BHSB staff to troubleshoot issues concerning provider payments, provider relations, Contract Management System (CMS), contract amendments, contract renewal process, oversight of performance, deliverable review and modification, and other issues as they arise.
  • Anticipate and troubleshoot problems such as noncompliance or adverse client experiences, and facilitate process improvement by gathering and analyzing evidence, formulating recommended solutions, coordinating relevant stakeholders to give feedback, take action, and facilitating follow-up and debriefing.
Accountability and Relationship Management:
  • Serve as primary agency point of contact for assigned service lines and facilitate communication between community providers and other stakeholders about relevant issues and information.
  • Respond to stakeholders' complaints and issues identified by communities to assist with developing positive working relationships between providers and their surrounding communities.
  • Maintain collaborative relationships with providers, funders, and other stakeholders founded on mutual respect, transparency, and accountability.
  • Advance inter-team and cross-division communication and cohesiveness within BHSB.
Leadership and Strategic Direction:
  • Collaboratively develop a vision and implement a plan for how Recovery Support Services can best support the behavioral health of Baltimore City residents.
  • Provide expertise, data, written reports, and analysis related to Recovery Support Services or the behavioral health system.
  • Provide expertise and leadership to efforts to improve the ways persons with behavioral health needs access and experience the health, housing, criminal justice, employment, and other systems.
  • Provide leadership to the strategic work of the City's homeless services Continuum of Care (CoC) board and/or workgroups as well as the State Interagency Council on Homelessness.
  • Provide support to workforce development and consumer inclusion initiatives, particularly those focused on Peer Specialists and Community Health Workers.
  • Provide leadership to and represent BHSB in citywide and statewide initiatives related to the public behavioral health system.
  • Demonstrate a thorough and principled understanding of the following principles and practices and provide leadership to efforts to advance these within recovery support services and the public behavioral health system: Racial Equity, health disparities, and cultural competency; Integrated care and coordination of care; Self-determination, client-centered care, harm reduction, and Housing First; Parity and access to care; and Chronic care management.
  • Provide leadership to BHSB internal workgroups that advance organizational values, goals and objectives.
  • Implement relevant areas of BHSB's strategic plan.
Expertise:
  • Act as a subject matter expert on recovery support services by maintaining a detailed understanding of:
  • How each individual program operates, including eligibility requirements, intake practices, evidence-based practices, termination processes,
  • How local, state and federal regulations affect recovery support services,
  • How emerging research relates to recovery support services, and
  • How recovery support services function within the Baltimore City community and the public behavioral health system of care.
Planning:
  • Oversee crisis management as needed, including suspension of normal duties to urgently plan and implement crisis responses, such as the relocation of services in the event of a program closure or natural disaster.
Other:
  • Work effectively and collaboratively with others, both internally and externally to BHSB.

  • Serve as part of BHSB's disaster response team as needed, in any capacity that is needed.
  • To perform assigned work functions, this position and those it supervises may have access to protected health information (PHI). Education and Experience
  • Master's Degree in social work, counseling/psychology, human services, public health, public administration or allied health field.
  • Five years research and/or administrative and/or management experience in behavioral health.
  • Licensure preferred but not required: LGSW, LCSW-C, LGPC, LCPC

  • Intermediate to advanced expertise in using technology to support work processes, including but not limited to Microsoft 365 programs.
  • Excellent written and verbal communication skills.
  • Ability to interact in a hybrid/virtual environment
  • Proficient using Microsoft Office Suite Word, Excel, Outlook and PowerPoint

Supervisory Requirements: This position supervises three positions.
This role may require travel to other locations for meetings and other business-related needs. Ability to travel locally 50% of the time is required. It is important to have access to some form of transportation to travel to off-site meetings, conferences, and site visits.

This means that starting salaries are based on the requirements of each job and are non-negotiable, that the organization is not favoring people who are comfortable asking for a salary/hourly rate increase. The starting annualized salary rate for this position is $85,149.

BHSB offers employer paid life insurance, short-term and long-term disability as well as a 403(b) plan with employer contribution, generous PTO and 13 days paid holiday.
