Job Requirements / Description

Performs specialized transportation functions for the Office of Pupil Transportation including planning, assigning, directing, and evaluating the work of others in all transportation activities. Performs a variety of technical and analytical duties in the areas of transportation that require the application of governing policies and analytical principles of student transportation to increase efficiency and solve urgent transportation issues. Serves as the liaison between Office of Pupil Transportation, parents, school administrators, and internal stakeholders with regards to planning, developing, and scheduling efficient routes for students with special needs. Manages daily activities involved with customer service, fleet management, bus staff training, contractor compliance and safety. Monitors compliance with standards and regulatory requirements.

Essential Functions

  • Performs and promotes all activities in compliance with equal employment and nondiscrimination policies; follows federal laws, state laws, school board policies and the professional standards.
  • Plan, organize, and direct subordinates in such matters as the scheduling for transport of students, van operations and vehicle maintenance and repair.
  • Participate in or manage the development, preparation, and issuance of policies or changes to policies and procedures relating to the transportation and vehicle maintenance, repair and storage of passenger cars, buses, trucks, and trailers.
  • Assure transportation activities are carried out in conformity with related laws and regulations.
  • Conduct studies or investigations to determine transportation needs and recommend additions or changes to current bus and/or alternative vehicle services; drive a vehicle to conduct site visits and evaluations of current procedures.
  • Attend IEP meetings on behalf of the Office of Pupil Transportation.
  • Coordinates collection of audit-required data from City Schools transportation and vendor personnel and prepares required operational reports pertaining to school bus incidents for special needs students.
  • Analyze and develop procedures, schedules, and practices.
  • Recommend amount and type of equipment, and/or staff power requirements needed to provide adequate services.
  • Direct the compilation of service records and other related data needed for the preparation of motor vehicle specifications and improved efficiency of service.
  • Confer with school administrators, contractors, public carrier officials, and the public regarding school transportation and related policies and problems.
  • Write or coordinate the writing of special or routine items such as reports, letters, bulletins, or manuals on the activities of the Office of Pupil Transportation.
  • Prepare budget recommendations.
  • Participate in the development and use of transportation technology software.
  • Interview, select, and recommend prospective employees.
  • Train, supervise and evaluate employee performance.
  • Drives a school bus as necessary to ensure continuity and timely delivery of service.
  • Investigates and prepares written reports of accidents and incidents relating to student and non-student transportation and assists in obtaining information on status of injured persons.
  • Inspects buses and observes drivers to ensure compliance with safety regulations.

Desired Qualifications

  • Valid State of MD CDL School and Passenger Endorsement, Air Brake Endorsement.
  • Four years of experience in school transportation operations involving scheduling, pupil transportation and/or vehicle maintenance activities and including one year in a supervisory or managerial capacity.
  • Thorough knowledge to operate various types and sizes of school buses safely under varied and complex conditions.
  • Knowledge of Maryland State agency regulations compiled in the Code of Maryland Regulations (COMAR) Chapter 13A.06.07 Student Transportation.
  • Transportation planning procedures such as routing, scheduling, route consolidation and establishment of safe bus stops.
  • Complete work assignments in an environment with frequent interruptions.
  • Effective verbal and written communication and presentation skills.
  • Operate two-way radio equipment and a computer efficiently.
  • Ability to prepare clear, concise and comprehensive reports and recommendations and to remedy operational problems with minimal delay.
  • Ability to maintain accurate manual and computerized records.
  • Ability to establish and maintain effective working relationships with transportation managers, City Schools' personnel, parents, students and officials of other governmental agencies.
  • Proficient in the use of technical computer applications, including Microsoft Office Professional Suite, particularly Excel.
  • Knowledge of district policies regarding student transportation operations, including standards of student behavior during busing and accommodations for students with special needs.
