Working Title: Chief Information Officer (CIO) for the Department of Health (DOH)

This position serves as the Chief Information Officer (CIO) for the Department of Health (DOH). The Office of Information Technology (OIT) in DOH is highly decentralized and is comprised of approximately 750 IT professionals distributed throughout more than 400 locations. Given the decentralized IT environment, this position must assess and respond to the challenges presented by the disparate geography and IT skill deficit prevalent in most rural areas served by the agency.

Responsibilities:

  • Engage in supervisory responsibilities, including communicating with, motivating, training, and evaluating employees.
  • Contribute to the formulation of business and digital strategies as a member of the management team.
  • Advise senior management on emerging technologies and digital trends relevant to the agency's goals.
  • Determine capital investment parameters, priorities, and risks for enterprise-wide IT initiatives.
  • Plan for the annual legislative cycle, including legislative bill review and budget requests.
  • Develop an IT vision, strategy, and roadmap, and lead the IT team in effective execution.
  • Ensure alignment of technical architecture with agency's business objectives.
  • Prepare and monitor IT operational budgets.
  • Build relationships with business divisions and county offices.
  • Develop and update the agency's Information Resource Management Strategic Plan.

Team Development:

  • Hire, develop, evaluate, and retain a highly qualified team of IT professionals.
  • Foster a culture of innovation, transparency, and accountability in IT.
  • Promote a "business-first" mentality at all levels of the IT organization.

IT Operations:

  • Direct the design, planning, implementation, and maintenance of the computing infrastructure.
  • Establish metrics for managing ITSM effectiveness.
  • Maintain oversight of all IT projects.
  • Monitor and manage the enterprise information security program.
  • Establish and enforce IT policies and processes.

Required Knowledge, Skills, and Abilities:

Proficient skills in collaboration, negotiation, team building, organizational development, vendor management, business transformation, strategic planning, and knowledge of IT technologies and trends.

Preferred Qualifications:

  • At least 15 years of progressive leadership experience in Information Technology.
  • Must have a valid driver's license and complete a background investigation.
