Job Summary

The People and Culture Manager, who reports to the Director of People and Culture, is responsible for supporting day-to-day operations of the People and Culture team and in collaboration with and support of the Director, will provide oversight in the development and implementation of the agency’s hiring, on-boarding, professional development, learning management systems, and employee performance management systems. They will support key project areas for the People and Culture Team, ensuring timely and collaborative delivery.

The People and Culture Manager supports the HR functions for 350+ employees and supervises the P&C Partners and Recruiting and Onboarding Coordinator. This position is a member of the Mission Support Leadership Team and the Agency’s Leadership Team.

Responsibilities

Professional Development & Employee Relations (40%)

  • Develop and implement on-going professional development system that provides for agency wide on-boarding, career advancement opportunities, and supervisor skill development in collaboration with the Director of P&C.
  • Oversee on-going employee feedback systems including developing tools and resources, continued development of the Learning Management System, and coaching and training supervisors.
  • Provide coaching and support to NH supervisors on NH’s performance management system.
  • Provide strong supervisory support to P&C team members.

P&C Operations (40%)

  • Oversee the development and effectiveness of the systems for recruitment, hiring, and separations of all agency employees.
  • In coordination with the Payroll and Benefits Manager, oversee administration of employee benefit policies and procedures. Support the design and administration of all benefit plans.
  • Effectively manage personnel files and HRIS information in accordance with legal requirements and agency policies and procedures.

Policies and Organizational Culture (20%)

  • In collaboration with key stakeholders, draft, revise and implement of personnel policies.
  • Support committees that inform the work of People and Culture.
  • Initiate, edit and/or support NH and P&C internal communications.
  • Oversee/support employee recognition program, wellness programs, team/community building and other initiatives that foster a culture aligned with NH values.
  • Perform other duties as assigned.

Qualifications

Minimum Qualifications

  • BA degree in Human Resources, Public Administration, Human Service Administration or related field and a minimum three years managing the human resources function for a medium-sized (100+ employee) organization; or equivalent combination of education, training and experience.
  • Proficiency in Microsoft Office software.
  • Willingness to comply with the established agency performance standards.
  • Effective written and verbal communications skills for individuals from a wide range of professional and cultural backgrounds.
  • Ability to work with and be sensitive to a diverse cultural, ethnic, and racial population.

Required Credentials

  • Must pass Neighborhood House background check requirements.
  • Position requires Washington State bi-annual criminal background re-check.
  • Department of Early Learning portable background check.

Post-Hire on-the-job Training Requirements

  • Child Abuse and Neglect training (within 2 weeks of hire).
  • Current First Aid Certificate within 30 days of hire.
  • Current CPR Certificate within 30 days of hire.
  • Sexual Harassment Training within 30 days of hire.
  • Completion of Fair Credit Report Act (FCRA) Training within 30 days of employment.
