ABOUT MTC
The Metropolitan Transportation Commission (MTC) is the transportation planning, financing, and coordinating agency for the nine-county San Francisco Bay Area. MTC is the federally designated Metropolitan Planning Organization (MPO) and the state designated Regional Transportation Planning Agency (RTPA) for the nine-county San Francisco Bay Area. ABOUT THE ROLE
The individual in this position will support the operations and upkeep of Metropolitan Transportation Commission (MTC), Bay Area Toll Authority (BATA) and Bay Area Infrastructure Financing Authority (BAIFA) tolling assets, focusing on the seven BATA Bay Area Toll Bridges and over 100 miles of BAIFA Express Lanes. The work involved will be technical in nature and will also require significant coordination and collaboration with Caltrans and other stakeholders. The ideal candidate will have the following knowledge, skills, and abilities to:
  • Manage the operations, maintenance and asset management at BATA’s bridges and BAIFA’s Express Lanes
  • Develop and manage scopes of work for projects, budget requests, prepare procurements, negotiate and execute consultant contracts, and other administrative documents.
  • Develop strong, trusted-based partnerships with Caltrans and other Express Lanes operators to support BATA/BAIFA work.
  • Communicate clearly and concisely with technical and non-technical staff, both orally and in writing. Manage and prioritize multiple assignments and projects.
  • Provide support and guidance to staff reporting directly to the Principal
  • Represent BATA/BAIFA at meetings, prepare and review written reports and memoranda prepared by project staff and make presentations before committees, executive staff, and other agencies

KNOWLEDGE, SKILLS & ABILITIES
• Effectively review, analyze and resolve complex operational, maintenance, management and project related technical issues, develop effective solutions and translate technical issues and recommendations into a language and format understandable to the executive team and general public.
• Use analytical skills to make decisions that produce high-quality results by applying skills and knowledge, and calculating risks.
• Read and interpret engineering plans, specifications and estimates.

MINIMUM QUALIFICATIONS
An appropriate combination of education and experience that has provided the required knowledge, skills and abilities is qualifying. A typical way of obtaining the required qualifications is:

Education: A Master's degree in an appropriate field related to the area of assignment, such as transportation planning, project management, public finance, transportation engineering, economics, business or public administration; Applicants with a degree issued from an institution outside the United States must have their transcripts evaluated by an academic accrediting service and provide proof of equivalency along with their application.

Experience: Three years of increasingly responsible experience in an appropriate field related to the area of assignment.

A Bachelor's degree in an appropriate discipline and four years of relevant experience is an alternative qualification.

PREFERRED QUALIFICATIONS
Education : Completion of a bachelor's degree from an accredited college or university, in an appropriate discipline, such as civil, traffic, transportation or structural engineering (preferred), transportation planning, other engineering fields, project management, public administration or a related field.

Experience :
  • Four (4) years of current, progressive and verifiable professional experience in an appropriate field related to the area of assignment. (Two years of graduate work in a discipline directly related to the position may be substituted for one year of job experience.)
  • Additional years of relevant project delivery, tolls/transportation operations, construction, maintenance and/or project management experience is highly desirable.
  • Supervisory experience is also highly desirable.
License/Certificate:
Possession of a valid California Class C driver's license and a safe driving record, or the ability to provide alternate transportation which is approved by the appointing authority.EMPLOYMENT REQUIREMENTS
