This position has significant responsibility in hiring, supervising, and training all Financial Aid Office student employees. This requires the use of professional judgment in determining student hiring practices, student training, and continuous monitoring of information provided by these employees to students, families, and our campus stakeholders. The person in this position also needs to engage conflict resolution skills to deescalate situations involving students, families, and/or campus stakeholders. This position develops and manages projects for student employees to deliver on goals and objectives identified by office leadership. This position must have significant understanding of federal, state, and institutional statutes, rules, and regulations around the employment of students within the Financial Aid Office. This position also has significant financial responsibility administering the Return of Title IV Funds (R2T4) program, which is a top ten audited item by the Department of Education. This position requires the complex understanding of Federal and State regulations surrounding R2T4, which includes separate policies for non-modular and modular programs. This position has a strict timeline on when R2T4s must be reviewed and completed. This position is required to monitor for R2T4 policy updates and work with the Director of Financial Aid when updates are required. This position also administers the University s Consortium Agreements, Bessie Campbell Short Term Loans program, NCAA Compliance program, and front office data processing activities. This position requires the use of professional judgement to determine student aid eligibility by integrating data from multiple sources and then properly applying regulations and guidance, and performing complex calculations. All of these factors combine to create the potential for significant financial risk to the University. This position exists to ensure that all financial aid statutes, rules, and regulations are adhered to with regards to hiring and supervising student employees in the Financial Aid Office which includes strict confidentiality of student account information. This position also exists to make sure the office adheres to all regulations regarding Return of Title IV Funds- reviewing, completing, and communicating all parts of this complex requirement, the University s Consortium Agreement, and Bessie Campbell Short Term Loan policies. This position provides advice and counsel to prospective and current students, high school counselors, family members, and University staff. Specifically, this individual will manage the application, awarding, and disbursement functions related to various financial aid programs. Supervision and training of Financial Aid Office student employees to ensure federal, state, system, and institutional regulations are known and followed are also primary responsibilities of this position. Responsibilities Supervisor to Student Employees: Provide training, guidance, and instruction that student employees need to be successful. Supervisors are responsible for anticipating the department s needs related to student employment. Develop a strategy for finding and hiring the right student employees. Gathers, defines, and assigns student employees jobs that are necessary to the department s operation. Proper orientation to the job is essential and should be conducted for all new student employees. Develop a well-planned training program to ensure that student employees have the information and skills to do their jobs. Establish internal policies and clearly communicate expectations to ensure that each student employee understands the rules. Perform annual job performance evaluations. Talk with each student in person to explain any performance issues and discuss ways the student can improve. Establish data processing procedures and opening and distributing the incoming office mail so that all written communication is forwarded to the proper i dividual on a timely basis. This requires participation in the development and evaluation of office policies and procedures. It also requires continuous attention to changes in federal, state and system regulations to ensure institutional compliance. Financial Aid Counseling: Provide information, advice and counsel to prospective and continuing students, parents, high school counselors, and other clientele regarding financial aid programs, procedures, eligibility, costs, regulations, and debt management. Knowledge of policies and procedures for related areas such as Admissions, Records & Registration, Student Accounts, and Academic Advising must be integrated into this work. This responsibility includes making presentations to groups both on and off campus. Return of Title IV Funds Process: Administer and oversee the Return of Title IV Funds Process. Determine the earned and unearned portions of Title IV aid and state aid as of the date the student ceased attendance based on the amount of time the student spent in attendance. Complete the R2T4 process on a weekly basis when a student has completely ceased attendance with the institution. Process R2T4s through the State established website and send communications to students of results of R2T4. Return unearned funds to the State and Department of Education. Process end of term R2T4s and coordinate with Records and Registration for recording of all final grades. Monitor policy updates from the Department of Education. Work with the Director of Financial Aid when R2T4 policy updates are required. Program Processing and Regulations: Administer and oversee Consortium Agreements and Bessie Short Term Loans. Determine if the student is eligible for additional financial aid based on credits being taken at a different institution. Working in conjunction with Academic Advisors or the Advising Center to determine course eligibility toward a student s program of study. Processing a student s financial aid award file in a timely manner to update awards as appropriate. Ensure that students are informed of the availability of these funding sources, applications are reviewed and processed in a timely manner, and the programs operate within the appropriate rules and regulations. This requires participation in the development and evaluation of office policies and procedures. It also requires continuous attention to changes in federal, state and system regulations to ensure institutional compliance. NCAA Compliance: Serve as primary contact and resource person for the men s and women s athletic departments so that all the athletic gran-in-aids are processed accurately to ensure that the institution is in compliance with all Northern Sun Intercollegiate Conference (NSIC), Western Collegiate Hockey Association (WCHA), and National Collegiate Athletic Association (NCAA) rules and regulations, budgets are entered and prepared, eligibility is monitored, and all correspondence is prepared in a timely manner. Data Processing: Primary activities involve determining task priority, monitoring work progress, coding required data, working so that documents are screened, coded, and imaged in a timely and accurate manner. All with a high level of confidentiality sufficient to adhere to federal and state laws and regulations (FERPA), institutional and departmental policies. Other Duties: Lead or assist with other duties as assigned in order to ensure students receive outstanding service and financial aid programs are administered according to all federal, state, system, and institutional regulations.
