Overview of Key Duties and Responsibilities:
Environmental Compliance and Project Management
- Oversee complex environmental compliance projects, ensuring adherence to permit requirements related to biological, cultural, and water resources (e.g., CEQA, NEPA, Clean Water Act, Endangered Species Act, Coastal Act)
- Manage compliance efforts on large-scale infrastructure projects for utility, renewable energy, transportation, and water clients, coordinating with developers, contractors, and regulatory agencies
- Establish internal compliance standards, safety protocols, and reporting procedures
- Lead environmental projects valued at $1M–$10M+, ensuring scope, schedule, and budget targets are met
- Serve as the primary liaison for clients, contractors, and regulatory agencies, ensuring smooth project execution and compliance
- Coordinate with stakeholders to align project goals, regulatory requirements, and compliance measures
- Provide technical direction to staff and subcontractors to ensure high-quality project outcomes
- Lead business development efforts through proposal preparation, cost estimates, and supporting company outreach within environmental compliance
- Assist with business operations, including contract management, recruiting, and staff development to support Rincon’s growth in the Renewables and Utilities services
This Job Might Be for You If You Have the Following:
- Bachelor’s or Master’s degree in Biology, Environmental Science, or a related field from an accredited institution
- 8+ years of progressive experience in environmental consulting, with a focus on regulatory compliance, permitting, resource assessments (CEQA/NEPA), and environmental planning for large-scale projects, ensuring projects comply with all regulatory requirements
- Demonstrated experience managing large-scale utility, energy, transportation, or water projects, with a solutions-oriented approach to regulatory challenges and risk management
- Proven ability to build strong relationships with staff, clients, contractors, regulatory agencies, and subconsultants, fostering collaboration and compliance
- Experience mentoring and supervising teams, promoting professional growth, and fostering a collaborative, solution-focused work environment
- Strong organizational, schedule, and budget management skills, with the ability to navigate complex compliance challenges and ensure successful project outcomes
- Excellent interpersonal, verbal, and written communication skills, with a focus on clear and effective leadership in compliance oversight

The base salary range for this full-time position is $100,000–$150,000, plus benefits and a generous bonus program. At Rincon, our salary ranges are based on market median of similar jobs, according to third party salary benchmark surveys. The base pay that is actually offered will take into account internal equity and also may vary depending on the candidate’s job-related knowledge, skills, and experience.
