Position Summary:
Provides department with analytical, technical, and financial expertise insupport of department initiatives through the collection, compilation, formatting and presentation of program statistics and analytics. Provides adviceon business decisions and assess the organization's progress relating to smallbusiness development. Assists with managing port-wide Small, Minority and WomenOwned Business Enterprises (SMWBE) possesses leveraging tools and resources toensure small business utilization goals are met and identify opportunities foroptimization. Ensures compliance and efficiency of Supplier DiversityDevelopment (SDDP) Program initiatives. Prepares narrative reports andrecommendations for improved small business utilization for executive leadership. Provides support to smallbusiness vendors to ensure contracts are in compliance with administrative andaccounting procedures and SMWBE goals.
KeyResponsibilities/Duties:
- Collaborate Port-wide to evaluate and optimize SMWBE utilization; provide leadership with monthly reports on SMWBE utilization and opportunities for optimization
- Perform data extraction from multiple information systems (e.g., JD Edwards, BuySpeed, Excel, B2GNow, ReportsNow etc.) to track, analyze and report on SMWBE trends, opportunities and additional ad-hoc reporting as requested. Review and analyze SMWBE strategies through historical data, and business needs
- Develop analytics to assist in the development of strategies to optimize SMWBE utilization
- Engage internal and external stakeholders in SMWBE processes; influence stakeholders to understand the mission, value, and processes
- Determine business requirements and analyze SMWBE sourcing solutions; interpret patterns and trends to enable effective decision-making which adds value, complete internal procurement forms with SDDP participation requirements
- Design dashboards and reports that capture key performance indicators (KPI's) and identify key trends to assist in establishing proactive solutions to drive improved performance
- Monthly reporting to leadership for Executive Agenda Review
- Monitor and report on compliance with Port Houston's Supplier Diversity Development Program
- Lock in all contracts loaded monthly in B2GNow, not just contracts with goals and manually add all subcontractors.
- Oversee contract compliance and auditing of eligible contracts with Supplier Diversity
- Development Program participation
- Research history of previously awarded projects to assist with determining goals.
- Contact primes and subcontractors in response to audits and address discrepancies
- Attend management level meetings in the absence of the Director, as well as provide key back up support to the additional key functions of the division
- Collaborate with departments and management to develop and implement reporting standards and policy guidelines to meet organizational goals
- Serve as liaison between IT, staff and principals with the small business compliance system (B2GNow) for maintenance or upgrade issues and modifications of existing system to enable the department to create and present statistical reports relative to the progress of the program to the Port Commission, Executive Office, and Port Houston staff
- Design, implement and maintain centralized electronic filing system for the department
Serve as the direct point of contact for internal departments in their request for small business participation information and statistical data - Introduce new prime vendors to online reporting system and appropriate recordkeeping requirements while working with internal and external contract administrators to ensure contractor compliance
- Serve as a member of the speakers Bureau and participate in requested speaking engagements at local schools and organizations
- Attend and participate in community outreach activities as required

- Perform other duties as required
- Education/Experience:
- Bachelor's degree in business administration, Economics, Finance or related major in a public or accredited private academic institution required; or in lieu of degree, 5+ years internal experience in a similar role with advance analytical knowledge and progression
- 3+ years of related contract compliance management and/or procurement experience required; 5+ years preferred
- Public Purchasing certification and/or American Contract Compliance Association contract compliance certification preferred
- Working knowledge of strategic sourcing processes and assigned categories of spend
- Demonstrates strong organizational and analytical skills
- Strong verbal and written communication skills, including ability to listen to business partners and understand their expectations and requirements
- Customer service focus, with ability to build relationships and foster teamwork.

- Ability to prepare business cases and explain and/or support the recommended course of action
- Ability to track payments to prime contractors and prime contractor payments to subcontractors on formal contracts
- Ability to generate monthly reports regarding the status of contracts with a SBDP goal
- Must possess an advanced proficiency with Microsoft Word, Excel, PowerPoint and
