Introduction
The City is seeking a highly skilled Financial & Program Analyst to join the Office of Management and Budget. This position offers the opportunity to provide essential administrative, technical, and financial support for the management and coordination of City grants. The ideal candidate will have strong knowledge of grant administration, budgeting, and compliance with local, state, and federal guidelines. PRIMARY FUNCTIONS
This is responsible administrative professional work to provide a wide range of professional, technical, and administrative program assistance in relations primarily to City grants for the Office of Management and Budget. This job classification also requires a strong understanding of city policies and procedures and understanding local, state, federal or other guidelines related to grants. Duties include responsibilities for research, coordination, and administration involving multiple grants and programs across City Departments.
Work primarily involves but is not limited to program assistance, planning for program services; prepare proposals to request funding; monitor grant documentation and reporting requirements, filing various reports required by grant programs, arranging for closeout reports and program audits, budgetary preparation and draw down request and preparing reports required for the preparation of financial statements and audits, researching grant in conjunction with City Departments. Work is performed under the general direction of the Director of Office of Management and Budget or designee and utilizes independent judgement while adhering to established protocols and procedures.
Hybrid remote work options for some aspects of the work may be available once work routine are established.
TYPICAL DUTIES AND RESPONSIBILITIES
  • Provides consultative accounting services to City departments with respect to the management, direction and coordination of budgets, grants, special projects or programs.
  • Performs work on fiscal, budget, and other analytical programs of the department as defined.
  • Assists in management surveys examining the effectiveness of city departments; policies, internal organization, management, and operating procedures.
  • Assist departments with budgetary preparation and development.
  • Prepares and reviews a variety of financial reports such as cash flow and revenue forecasts, expenditure forecast, budget reports and other reports as needed.
  • Monitors documentation and reporting on various programs to ensure grant requirements are met.
  • Assist City departments with evaluating program needs and plans for new program services.
  • Provides technical and analytical assistance to City Departments in relation to City grant guidelines.
  • Provides program support for grant-specific projects with City departments, as needed.
  • Reviews and audits grant and other documents for accuracy and compliance to ensure areas of responsibilities are in compliance with local, state, federal or other related guidelines.
  • Monitors and reports on current grant activity.
  • Assists in reviewing, analyzing, and evaluating the grant budget process in compliance with generally accepted accounting principles, standards and procedures.
  • Maintains grant budget files & procedures.
  • Assists outside City agencies regarding policies and procedures related to City grant programs, activities and applications for City funding.

EDUCATION, QUALIFICATIONS & EXPERIENCE
Graduation from a high school, supplemented by college level courses in public or business administration or related field; and three to five years of experience in in government contracting, accounting, financial and/or project management, primarily in relation to grant activities or any equivalent combination of training and experience which provides the necessary knowledge, abilities and skills, including but not limited to:
KNOWLEDGE, EXPERIENCE, SKILLS & ABILITIES
  • Knowledge of Generally Accepted Accounting Principles (GAAP) standards and procedures, budgeting, auditing, and computerized accounting reports.
  • Considerable knowledge of state and federal grant program guidelines.
  • Knowledge of grant management, auditing, and reporting.
  • Knowledge of research techniques as well as related national and state data sources.
  • Computer skills in common programs (MSExcel, MSWord) required.
  • Ability to gain an understanding of related City policies and procedures in a reasonable amount of time.
  • Ability to communicate and present ideas and/or technical information clearly and concisely to citizen groups, public officials and the general public.
  • Ability to deal effectively and establish working relationships with staff associates, internal department and external agency representatives related to the work of this position.

SALARY, BARGAINING UNIT & TERMS OF EMPLOYMENT

This is a "Special Fund ," non-tested position. Continued employment contingent upon availability of future funding.

This position is included in a collective bargaining agreement with Local 3144, American Federation of State, County and Municipal Employees .

Special Fund hires into this class are not eligible to participate in the City Employees Retirement Fund, but shall have the option of participating in a 457 Plan administered by the City, with a City contribution match up to 3%. Employees will become 100% vested at three years.
Employment is contingent upon the successful completion of: (1) a pre-employment background check, (2) a pre-employment physical examination, including pre-employment drug screening in accordance with the City's Drug Free Workplace Policy*, and (3) a 90-day probationary period.
