Job Description

  • Draft, analyze, integrate, review, and provide status of funds reports for investments located within the CBP/DHS portfolio in accordance with Government, DHS and CBP regulations.
  • Provide support in the following areas: programming, planning and budgeting management including budget preparation and justification, funds execution, program planning, control, analysis, and the presentation of this data in various formats.
  • Analyze obligations and expenditures, maintain forecasts, prepare reports on the status/recommendations and availability of funds, justify and prioritize unfunded requirements, and assist with development, review and recommendation of execution year funding efforts
  • Provide invoice preparation for validation, verification and approval by the Contracting Officer's Representative (COR) and submit data into the official government financial system.
  • Assist and support the technical and management units in aligning programs and projects to meet the investment and mission goals of DHS/CBP and OMB Business Case (formerly OMB 300) and IT Portfolio (formerly OMB 53).
  • Collect, analyze, and organize investment documentation required by funding approval sources and or/stakeholders for review to ensure the PSPD submission is accurate and timely.
  • Assist PSPD program management to provide oversight, development, and technical acquisition and management leadership to include: Support outlining and executing each program's mission, vision, goals, and objectives to its appropriate line of business.
  • Support the development and update of life cycle management processes for the enterprise, programs, and projects.
  • Collaborate with OIT teams to manage and improve decision making through common understanding, processes, and definitions.
  • Coordinate, attend, and document meetings and project reviews to capture ongoing program and project data and information, including developing meeting agendas, capturing and tracking risks, issues and action items, and capturing and publishing meeting minutes.
  • Assist programs and projects with planning and executing all phases of the acquisition lifecycle (Need, Analyze/Select, Obtain, Produce/Deploy/Support).
  • Assist in reviewing and developing spend plans, cost estimates, resource requirements, and work load analysis.
  • Assist in providing risk identification, management and mitigation options in accordance with the OIT risk management plan.
  • Coordinate, and track all activities related to the project execution; monitoring the action item database, tracking milestones, tracking deliverables, and performing risk management activities.
  • Coordinate technical management activities.
  • Assist with the development of the format and content of program and project plans, and work with Integrated Product/Project/Program Teams (IPTs) to maintain program and project plans.
  • Assist in the establishment of, preparation for, conduct of, and follow-up to regular project management reviews.
  • Assist in the development of Service Level Agreements (SLAs), Memorandum of Agreement/Understanding (MOA/MOU), Inter-Agency Agreements (IAAs) and all relevant documentation.
  • Assist with the development of strategies for organizational development including recommendations regarding allocation of tasks to organizational elements, defining key processes and development of the workforce, support development of a process management infrastructure.
  • Provide process definition and improvement planning related to processes, procedures, policies, and communications.
  • Assist with the collection, organization of information, development, analysis, and maintenance of the following program artifacts:
  • Acquisition Project Plans (Multiple)
  • Integrated Master Plans(IMP)
  • Integrated Master Schedules (IMS)
  • Project Risk/Issues/ Opportunity Management Plans
  • Acquisition Program Baseline Development
  • Weekly, Monthly, Quarterly and Annual Maintenance, Reporting
  • Project Assessment and Status Reporting
  • Utilize current Project Management tools for Cost, Schedule and Earned Value Management (EVM).
  • Assist Government with all program management-related documents and artifacts to include Program and Project Planning and Control, Management Plans, Spend Plans, Unfunded Requests, Service Delivery Requests, Risk Management Plans, implement document management control procedures and processes, and maintain existing program documentation and historical program files.
  • Assist with the preparation of responses to external requests from DHS, CBP, and other agencies.
  • Assist with office administrative program support.
  • Assist with providing integrated program expertise for controlling, disseminating, and reporting on the program and its various projects including compiling, analyzing and reporting on status for all PSPD projects.
  • Assist in the management of data and documentation development collaboration and storage automated tools (SharePoint, etc.).
  • Assist in the preparation of the Resource Allocation Plan (RAP). The RAP is a Component request for funding necessary to achieve the objectives, commitments, and priorities of the Department, within fiscal guidance constraints. The RAP illustrates proposed allocation of resources to programs, subprograms, and activities across the fiveyear Future Years Homeland Security Program (FYHSP).
Job Requirements
  • Eight (8) years of experience providing support in the following areas: programming, planning and budgeting management including budget preparation and justification, funds execution, program planning, control, analysis for a federal government agency.
  • Proficiency with Microsoft Office Suite of Programs
  • Ability to attain and maintain a favorable background investigation for access to government facilities and sensitive information
