SUPERVISES: There are no direct reports with this position.

POSITION SUMMARY: Under general direction, the Capture Manager oversees the front end of a business opportunity from proposal lead to price proposal development submittal; develops, maintains and monitors status of the capture plan, including descriptions and analysis of the opportunity, customer, competition, internal team, pursuit/win strategy and pricing strategy, resource requirements and establishes and implements a comprehensive customer contact plan. This job class requires knowledge of federal procurement processes, proposal development procedures, federal services business and a proven track record in managing multiple capture processes for major wins. Employees in this job class require a broad grasp of business and proposal development, pricing, operations and contracts to manage projects with various departments including subject matter experts, Estimating, Procurement and Proposal Development. This includes planning and scheduling meetings, assigning and monitoring work and deadlines and interfacing with internal and external customers.

TYPICAL DUTIES:

  1. Coordinate the integration of subject matter experts and functional leaders required to position the team and its proposed solutions with the customer prior to Request for Proposal (RFP).
  2. Work with Business Development teams to secure customer knowledge and strategic support for capture proposal process.
  3. Prepare capture team staffing plan; develop and manage the bid and proposal budgets.
  4. Actively work customer key issues, concerns and “hot buttons” through direct customer contact for qualified opportunities.
  5. Lead the planning for conduct pursuit/capture activities and processes including win strategy development, black hats, oral presentations and demonstrations and development of the Return on Investment (ROI) and risk assessments.
  6. Ensure capture through timely selection of key personnel for program utilizing ‘lessons-learned’, attend customer debriefings, conduct win/loss analysis and incorporate all capture artifacts into the knowledge management system.
  7. Work closely with Proposal Team to develop and deliver well-written, compliant and competitive proposal volumes that incorporate ‘win’ themes, discriminators, benefits and recommend continuous process improvements.
  8. Work closely with Proposal Team to maintain and leverage a database of target areas for development.
  9. Support the Program Manager from transition to contract performance knowledge.
  10. Research, assess and assign government procurement strategies.
  11. Perform other duties and special projects as assigned.

MINIMUM QUALIFICATIONS:

  • Project Management Professional (PMP) preferred.
  • Solid knowledge/experience working with Federal Acquisition Regulations (FAR) and requirements.
  • Proven project management skill in the federal government sector.
  • Extensive experience and creative thinking on competitive strategies, acquisition techniques and market investments.
  • Past experience working with teams on large federal government business opportunities.
  • Ability to effectively supervise and develop assigned team to meet strategic goals.
  • Ability to communicate effectively both orally and in writing; to make presentations and respond to inquiries by management, team, vendors and/or customers.
  • Human relation skills to build effective relationships with team and internal customers.
  • Intermediate to advanced computer literacy including knowledge of word processing, spreadsheet, database and presentation software.
  • Knowledge of business English including vocabulary, spelling, and correct grammatical usage and punctuation.
  • Mathematical skills to include the ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
  • Ability to establish priorities and solve a wide range of business problems.
  • Demonstrated customer service, common sense, problem solving and analytical skills.
  • Flexibility to respond to changing work priorities and handle numerous projects at the same time.

EDUCATION REQUIREMENTS:

Bachelors in Business Administration or related field. A comparable combination of formal education and work experience will be considered.

The following licenses or certificates may be required depending on local, state and/or contract requirements:

Valid Driver's License

PHYSICAL REQUIREMENTS:

Employees must have the ability to perform the following physical demands for extended periods of time with or without assistance:

  • Viewing computer screen/monitor
  • Utilizing keyboard
  • Answering phone/making calls

WORK ENVIRONMENT:

Work is performed in a normal office environment with limited privacy and some exposure to background noise. Employees may be required to work in excess of 8 hours in a day and/or 40 hours per week.
