CLASS DESCRIPTION

Under the direction of the Superintendent of Schools, the position assumes responsibility for the direction, planning, coordination and administration of all programs, functions, and activities of the school human resources functions. HR duties include but are not limited to hiring, staffing, training, classification, benefits, wellness, safety, compensation, employee relations, RIDE State reporting, evaluating employee performance, discipline, and Rhode Island Department of Education Regulations. The Director of Human Resources must be able to negotiate and administer multiple collective bargaining agreements/contracts.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  1. Exercises oversight authority and broad discretionary judgment to manage all functions and resources of the District Human Resources to achieve the organization's priorities and objectives.
  2. Directs the development and administration of the HR Department's budgets, policies, projects and programs to effectively and efficiently deliver high quality services to the School Department.
  3. Collaboratively and cooperatively works with Superintendent of Schools, Assistant Superintendent of Schools, Department Heads and other managers to analyze organization and community needs, and takes action in response to those needs.
  4. Champions the values of the organization through example and accountability.
  5. Ensures that department operations conform to local, state, and federal government regulations, and other applicable rules and policies.
  6. Responsible for the oversight and administration of all employee benefits either mandated by contractual agreements or regulatory to include but not limited to health, dental, life, LTD and 403(b) plans, flexible spending programs, unemployment, workers' compensation, safety and wellness initiatives, HIPPA, Cobra, DLT, EEOC/ADA, FLSA, FCRA, vacation, sick and personal leave benefits, employee communications, and supplemental and/or voluntary benefits.
  7. Responsible for recruitment, placement, retention, and performance standards and adherence to RI Department of Education (RIDE) standards for educational positions in accordance with Title 16, and all applicable regulatory laws and procedures.
  8. In coordination with the Superintendent of Schools, Finance Director, and Legal Department, manage requirements of collective bargaining agreements with all unions.
  9. Responsible for supervision, training and work performance of direct reports to meet objectives and standards of the municipal and school departments.
  10. Provides Human Resources policy development, administration, direction and guidance to the organization.
  11. Effectively communicates with employees and applicants regarding their employment rights, responsibilities, opportunities, and benefits.
  12. Develops and administers policies and procedures regulating employee leaves (FMLA, personal leave, etc).
  13. In conjunction with the executive team, develops and administers standards and criteria of employee performance.
  14. Establishes and coordinates employee training programs.
  15. Maintains professional knowledge through such means as attending seminars, reviewing professional publications and participating in professional organizations.
  16. Attends School Committee and other meetings as needed/required. Additional related duties as required by Superintendent of Schools.

MINIMUM QUALIFICATIONS

Education and Experience: Minimum education and experience requirements include a Bachelor's Degree in Business Administration, Management, or Human Resource Management; with a minimum of five (5) years of progressively responsible experience in a multi-functional HR organization. Affirmative action officer certification preferred. (Title IX and 504 Certification)

Preferred qualifications include Master's Degree in Human Resource Management, Public Administration, or related field; and ten years of executive human resource experience in a similar size / complexity organization, in particular a large school district. Thorough knowledge of the principles of public human resources administration, public labor relations, Title 16, with special emphasis on effective collective bargaining negotiation and administration experience. Ability to write instructions, procedures, policies, opinions and briefs. Ability to make oral presentations and oral arguments. Experience in workers' compensation and benefit design and administration required. Ability to think on one's feet, multi-task while juggling multiple priorities, reach consensus, and create a culture of collaboration and accountability.

The use of a step stool may be required to reach the top drawer of a filing cabinet as necessary. Specific vision abilities include close vision and color vision.
