The New York City Department of Investigation (DOI) is one of the oldest law enforcement agencies in the country with a mission of combating municipal corruption. It serves the people of New York City by acting as an independent and nonpartisan watchdog for New York City government, City agencies, and City employees, vendors with City contracts, individuals, and entities that receive City funds.

Within DOI's Vendor Integrity Unit, the BT-2 unit is conducting a proactive monitorship over a New York City Department of Environmental Protection (DEP) Capital Construction project. The Roundout - West Branch Bypass Tunnel Construction & Wawarsing Repairs Project (BT-2) consists of connecting two water shafts, 700 to 900 feet in depth, to a bypass tunnel and extending the bypass tunnel approximately 2.5 miles in length to ensure the continuous delivery of clean drinking water for New Yorkers.

The selected candidate will be responsible for providing auditing services to the monitorship team to ensure compliance with contractual obligations. The candidate will be expected to participate in regular reviews of project documents, attend regular meetings, review payment submittals and other records, and work with the monitorship team to identify risk areas for DEP and participate in the articulation of recommendations to DEP for improved contract compliance.

The Chief Auditor will report to the Director of Upstate Monitorships and will supervise an Investigative Auditor.

If selected, the candidate will be fingerprinted and undergo a background investigation. In addition, for positions that have a law enforcement and/or investigative function, the candidate's consumer credit history will be reviewed during the background investigation, as permitted by NYC Administrative Code 8-107(24)(b)(2)(A).

Preferred Skills

  • A master's degree from an accredited college in economics, finance, accounting, business, statistics, or a closely related field.
  • Three years of satisfactory full-time professional experience in budget administration, accounting, economic or financial administration, or related areas.
  • Experience supervising other auditors is preferred.
  • Knowledge of the construction industry is a plus.
  • Knowledge of and demonstrated interest in law enforcement and criminal justice.
  • Strong interpersonal skills and effective verbal and written communication.
  • Highly analytical thinker with talent for identifying and improving complex work processes.
  • Excel proficiency is preferred.
  • Knowledge of/ability to utilize data analytics platforms and/or auditing software.
  • Familiarity with New York City is a plus.
  • Candidate must possess a valid New York State Driver's License.

Qualifications

  1. A four-year high school diploma or its educational equivalent and four years of satisfactory full-time experience in investigation, auditing, law enforcement, or related fields; or
  2. A baccalaureate degree from an accredited college or university; or
  3. Education and/or experience equivalent to the above.
