Key Responsibilities
- Prepare and submit annual and 5 year work plan development.
- Evaluate, prepare and file applications for funding and establish financing plans for proposed development and revitalization projects
- Assure all reporting and due diligence requirements are met with lenders and other funding agencies.
- Monitor, prepare and track development budgets and project finances.
- Prepare and submit required HUD plans and proposals for housing developments; submit required reports, plans and proposals as needed to meet funders requirements
- Coordinate real estate closings and preparation/submission of documents required for HUD mixed finance development projects.
- Monitor and document all projects through established tracking, reporting and record keeping systems.
- Ensure continued compliance by monitoring changes in HUD and TDHCA programs
Knowledge and Skills for Success
A successful Director of Capital Programs has…
- Knowledge of Low Income Housing Tax Credits, public housing new construction, mixed finance development and bond financing.
- Ability to prepare applications for demolition/disposition and administer federally funded programs.
- The ability to read, interpret and analyze written budgets, financial documents, government regulations, professional journals, technical procedures, and financing applications.
- Knowledge of HUD programs, regulations and guidelines regarding the development and operation of public housing.
- Knowledge of funding programs for affordable housing.
- Leadership ability, having a broad view of the development process and the ability to exercise a high level of housing development skills with attention to detail.
- The ability to interact effectively with diverse groups of people.
Qualifications
- Masters degree in Urban Planning, Business, Public Administration, Finance, Real Estate Development, Construction Management
- Ten (10) years in affordable housing programs
- Or Bachelors degree in Urban Planning, Business, Public Administration, Finance, Real Estate Development, Construction Management or related field and a minimum of 15 yrs in affordable housing
- Or an equivalent combination of education and experience
- Valid Texas driver’s license
