GENERAL DESCRIPTION
Performs routine to moderately complex (journey-level) budget preparation and analysis work to assist in meeting reporting requirements and developing, monitoring, and adjusting budgets. Work involves collecting, organizing, and entering budget information into the CAPPS and USAS systems. This is an entry level position responsible for preparing non-complex budget and accounting worksheets, the processing of School Lunch Fund reimbursements and disbursing payment to 100+ counties. Also, assistance with various fund movements and analysis as they relate to different vouchers, invoices and monthly submissions.
May be required to work in excess of 40 hours per workweek and travel occasionally.
Levels of Work Performed:
Budget Analyst I: Performs routine (journey-level) work under moderate supervision with limited latitude for the use of initiative and independent judgment.
Budget Analyst II: Performs moderately complex (journey-level) work under general supervision with limited latitude for the use of initiative and independent judgment.
ESSENTIAL FUNCTIONS
Provides management with current status of budget performance in conjunction with established guidelines and limitations to ensure optimum use of funds.
Assists in the development of new budget policies, procedures, and strategies to maximize expenditures in an equitable manner.
Assists in the Coordination of the development of operating budgets consistent with management recommendations ensuring budgeted expenditures are within appropriated revenues.
Assists in the preparation of Legislative Appropriation Requests and other supplemental requests and information to provide needed financial data.
Assists in the preparation of budget instructions and provides assistance to agency management staff for proper submission of operating budgets, budget requests, and in other budget matters.
Prepares, reviews and processes Additional Budget Requests to ensure requested changes are within budget guidelines and limitations.
Monitors expenditures to determine availability of funds, ensure compliance with state and federal regulations and availability of funds.
Assists the Budget Manager on special projects to contribute to the efficient operation of the Finance Department.
Reports any presence or perception of racial, ethnic, and/or gender disparities.
Performs a variety of related duties, not listed, determined and assigned, as needed, by the supervisor.

Qualifications:
MINIMUM QUALIFICATIONS
Bachelor's degree with major course work in Accounting, Business, Finance, or related field. Knowledge of Excel, Word, Power Point, Outlook as well as general computer skills. Any degree(s), semester hours, diploma(s), or GED required to meet minimum qualifications must be obtained from an accredited educational institution.
Prefer some experience with CAPPS/USAS state accounting systems but not required.
Requirements for Budget Analyst I:
Bachelor's degree with major course work in Accounting, Business, Finance, or related field. One (1) year of full-time wage earning experience in accounting or finance.
OR
High School Diploma or equivalent. Two (2) years full-time wage-earning experience in accounting or finance.
Requirements for Budget Analyst II:
Bachelor's degree with major course work in Accounting, Business, Finance, or related field. Two (2) years of full-time wage-earning experience in accounting or finance.
OR
High School Diploma or equivalent. Four (4) years of full-time wage-earning experience in accounting or finance.
Preferred:
• Experience using the Uniform Statewide Accounting System (USAS), Uniform Statewide Payroll/Personnel System (USPS), and Centralized Accounting and Payroll/Personnel System (CAPPS Financials).
• Six months experience in budgeting, research, accounting, finance, or comparable field.
