The position will serve as the subject matter expert and resource relative to technology-related decision making that benefits and positions PSWCT/UP and its membership for mutual success. The position will also collaborate with internal partners to ensure that technology-enabled services align with membership's needs and will proactively leverage technology and industry best practices in support of our value proposition to prevent and mitigate exposure while maximizing injured worker outcomes.

Purpose Statement
The job of Director, Technology - Puget Sound Workers' Compensation Trust & Unemployment Pool (PSWCT/UP) is done for the purpose/s of providing strategic and tactical leadership in the planning, development, and implementation of long-term and short-term technology initiatives across the Trust/Pool as well as providing oversight and management of technology vendor relationships to support the successful achievement of enterprise-wide initiatives. The position will serve as the subject matter expert and resource relative to technology-related decision making that benefits and positions PSWCT/UP and its membership for cost savings and mutual success.
This job reports to Executive Director, PSWCT/UP
Essential Functions
  • Collaborates with key partners and customers for the purpose of gathering and conveying information to effect informed, business decision-making on technology solutions that support business operations.
  • Develops long-term and short-term technology plans for the purpose of gathering and conveying information to effect sound, informed, business decision-making on technology solutions that support business operations.
  • Directs the development and implementation of structures and processes for the gathering and synthesis of data and research from a variety of sources (e.g., external partners, regulators, internal systems, staff, etc.) for the purpose of identifying and developing analytics/metrics that inform school district members on the timeliness, effectiveness, efficiencies, and accuracy of their workers' compensation and unemployment compensation programs.
  • Embodies the principles and practices that form our culture and commitment to becoming an Antiracist Multicultural Organization for the purpose of meeting the Agency's End: Success for Each Child and Eliminating the Opportunity Gap by Leading with Racial Equity.
  • Establishes technology governance structure for the purpose of supporting and executing the strategic objectives of the Trust and Pool.
  • Manages technology-oriented vendor relationships, in collaboration with vendor management team, for the purpose of ensuring the delivery of timely, cost-effective, high-quality services in support of business operations and organizational objectives.
  • Oversees Application Management and Business Intelligence (AMBI) team for the purpose of providing guidance in the development and documentation of business processes and workflow throughout Trust and Pool and in identifying and developing metrics to support staff and leadership to monitor and manage the effectiveness of organizational programs.
  • Performs personnel functions (e.g., interviewing, hiring, coaching, evaluating, supervising, etc.) for the purpose of maintaining adequate staffing, enhancing productivity of personnel and achieving objectives within budget.
  • Promotes the analysis and understanding of data to improve and evaluate related risk programs for the purpose of achieving project, program/department, and organizational goals.
  • Supervises information delivery programs and services for the purpose of identifying and developing metrics to support data-informed decision-making and monitoring of program effectiveness.

Minimum Qualifications
  • Bachelor's Degree in Information Technology, Information Systems, Computer Science, Management Information Systems, Computer Engineering or related field and 4+ years of progressively responsible work-related experience; or a high school diploma/GED or equivalent and 8+ years of progressively responsible work-related experience.
  • 4 years' experience supervising employees within an IT environment.
  • Office 365 and Teams deployment, management, and maintenance experience.
Preferred Qualifications
  • Experience working with particular relevant company systems (insurance claims and risk management platforms).
  • Strong experience working and developing teams, and expanding technology practice based on industry standards.
  • Technology vendor management and oversight experience, including RFP administration.
  • Experience ideating, developing, and implementing customer-facing, technology-enabled solutions (data visualizations, dashboards, etc.)
