Position Summary

This position will assist the Department Director in a wide variety of professional, technical, and administrative duties related to the Public Works Department. Public Works is comprised of Road and Bridge, Maintenance, and the Landfill and Recycling Center. This position is responsible for the supervision of department foremen and Public Works staff in partnership with the Director.

Essential Functions

The primary duties of this position are to perform work directly related to Public Works operations and assist the Director of Public Works, which includes without limitation the exercise of discretion and independent judgment with respect to the following essential and other important responsibilities and duties associated with Road & Bridge, Maintenance, and Landfill and Recycling:

  • Determines manpower, equipment, and supply requirements.
  • Inspects work areas for safety, security and permit operating conditions.
  • Interacts with clients, contractors, vendors and county and state officials.
  • Schedules preventive maintenance on facility equipment;
  • Assists with the preparation and implementation of safety programs and training classes;
  • Makes recommendations regarding staff and equipment needs and suggests system improvements;
  • Records relevant field activities including daily equipment operation, production and related records to be used in project reports;
  • Assists with the specification and procurement of facility equipment and contracted services.
  • Assists with the creation, implementation and management of a county capital improvement plan.
  • Participates and provides feedback, advice and guidance on county’s asset management plan.
  • Performs supervisory responsibilities of Public Works personnel in accordance with current County policies and all applicable laws under the direction of the Director;
  • Prepares specification packages and procurements for all approved equipment acquisitions;
  • Assists in the preparation of capital and operating budgets and managing expenditures.
  • Responds to questions and complaints from citizens by providing information, making referrals and following through to a satisfactory resolution.
  • Supervise Public Works employees during the absence of the director.
  • State and Federal Governmental liaison.
  • Manage and coordinate reporting to various Government agencies.
  • Supervision of Public Works projects through design and planning.
  • Operates County vehicles, equipment, snow plowing, skilled labor, equipment operation as required;
  • Performs other work-related duties as assigned.
  • Interacts with local citizen groups and participates in local community events to promote the landfill and Public Works projects in a positive manner.
  • Attends afterhours meetings.
  • Must be available afterhours for emergency responses.

Requirements

  • High school diploma or GED required, along with 3 years of Public Works Management experience. Note: College degree in related field can be substituted for up to 2 years of experience requirement.
  • Completed American Public Works Association, Public Works Institute, A 90 Hour Program of Instruction in Public Works Supervision and Management within 6 months of hire or the next available class offered.
  • Possession of, or ability to obtain, a valid Driver's License required.
  • A Commercial Driver’s License Class A or B is required.

Physical Activity & Work Environment

  • Risks associated with working in proximity to moving machinery and equipment.
  • Exposure to harsh weather conditions during winter months, including low temperatures, snow, and ice.
  • Exposure to traffic-related risks while working on streets, including potential collisions with passing vehicles.
  • Awareness of and adherence to traffic control measures during road maintenance activities.
  • Proper handling of tools and equipment during maintenance activities.
  • Responsibilities as a Disaster Service Worker during emergencies, including potential exposure to hazardous situations.
  • Attendance at emergency management training to prepare for disaster response.
  • Meet physical requirements and pass drug and alcohol screening.
