Opportunity (Part-Time): Defense Contracting and Procurement Subject Matter Expert (SME) – to support AFRICOM Area of Responsibility (AOR) Partner Nation (PN).


Bottom Line Up Front: The Hoplite Group is looking for a Defense Contracting and Procurement (SME) to support an active U.S. Government contract working to build partner capacity in Partner Nation (PN) in the AFRICOM AOR. The goal is to enable operations in accordance with basic operational law, ensuring accountability, and continued support from external partners and the local population. The first engagement is scheduled for 13-19 September 2024.


Location: Remote support (CONUS) and forward engagements (OCONUS).


Level of Effort: The anticipated support is approximately 20-30 hours per month. During months with travel, the level of effort will increase to approximately 100 hours per month to cover preparation, engagement, and after-action reporting. Specific engagements are scheduled for:

  1. 13-19 September 2024
  2. 9-14 November 2024
  3. 14-20 February 2025
  4. 16-22 May 2025

Availability: Immediate opening.


Objective:

  • Enable PN at the Brigade level to operate under the control of higher headquarters.
  • Ensure the Brigade's accountability and ability to receive ongoing external support.
  • Promote the reduction of reliance on external support and support local-owned defense initiatives over time.

Specific Activities and Objectives:

  • Lead workshops to increase understanding of internationally recognized best practices for defense contracting and procurement activities.
  • Assess existing policies and advise on change recommendations.
  • Conduct working meetings to develop capabilities for managing contracts in support of defense activities and operational contract support.

Required Qualifications/Skills:

  • Knowledge of the defense industry, regulations, policies, and practices.
  • Knowledge of contracting processes, including bidding, negotiation, and compliance.
  • Experience managing operational contract support.
  • U.S. Citizenship and Department of Defense current/active Secret Clearance a must.
