Summary

Employee will be assigned to the Office of the Director, Southeast Louisiana Veterans Health Care System, New Orleans, LA, working to improve the business practices in finance, acquisition, contracting, procurement, and capital asset management. The employee performs financial reviews by examining accounts and financial records for the purpose of certifying or attesting that the financial statements fairly represent the financial position of the organization as of a predetermined date.

Duties

NOTE: This is a TEMPORARY appointment (not-to-exceed 1 year ). This appointment may be renewed for additional service in accordance with Agency needs for 1 additional year. Temporary positions offer health insurance (if the employee is expected to work at least 130 hours per month for at least 90 days) but do not offer life insurance or retirement benefits and may be terminated at any time before the expiration date. The appointment to a Temporary position does not confer eligibility for promotion or reassignment to other positions or the ability to be non-competitively converted to permanent employment.

Duties include, but may not be limited to the following:
  • Maintains a current knowledge of policy and procedures relating to financial, logistics, and capital asset management.
  • Maintains technical expertise of computer assisted auditing tools and techniques as well as web-based activities.
  • Conducts high risk assessments to determine the need for internal control reviews.
  • Develops audit guides to assess compliance and internal controls.
  • Performs financial reviews by examining accounts and financial records for the purpose of certifying or attesting that the financial statements fairly represent the financial position of the facility as of a predetermined date.
  • Performs the routine and ad-hoc internal control reviews designed to address systematic operational material weaknesses.
  • Conducts performance audits to determine the economy, efficiency, and effectiveness of program operations and to determine whether the entity has complied with laws and regulations applicable to the program.
  • Conducts special audits, surveys, reviews, evaluations, studies and reports as requested by the Financial Quality Assurance Manager.
  • Reviews current local policies to ensure compliance with current organizational regulations, policies and handbooks.
  • Determines/recommends areas in need of improvement and provides the appropriate tools/advice for improvement.
  • Prepares audit reports and makes recommendations regarding any deficiencies/weaknesses identified. Conducts follow-up reviews as needed to assess the level of improvement and verify the completion of corrective action plans.
  • Identifies indicators, progress measures, objectives, and emphasis areas for the attention of operating managers and staff.
  • Serves as the liaison to external auditors for the facility.
  • Performs other related duties as assigned.


Work Schedule: Monday - Friday, 8:00am - 4:30pm.

Qualifications

BASIC EDUCATION REQUIREMENT - Applicants must possess a Bachelor's or graduate/higher level degree in accounting, auditing; or a degree including auditing courses in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (TRANSCRIPT REQUIRED )

Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:

a) Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law (TRANSCRIPT REQUIRED ); OR

b) A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination (COPY OF CERTIFICATE REQUIRED ); OR

c) Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. (TRANSCRIPT OR PROOF REQUIRED )

ADDITIONAL QUALIFICATION REQUIREMENTS - In addition to meeting the above basic education requirement, you must also meet one of the additional requirements as described below to qualify for this position.

SPECIALIZED EXPERIENCE - Applicants must have at least one (1) year of specialized experience that equipped them with the knowledge, skill and ability to successfully perform the duties of this position, and that is typically in or related to the work of this position. To be creditable, this specialized experience must have been equivalent to at least the GS-9 grade level in the Federal service. Specialized experience includes: performing audits of other management interest including data validation issues, financial integrity, system errors, etc. to identify or prevent serious problems from developing and assuring quality assurance policy and audit techniques are met; and preparing reports of summarized data, including details of corrective actions needed.

SUBSTITUTION OF EDUCATION FOR EXPERIENCE (TRANSCRIPT REQUIRED ) - Successful completion of 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree with a major in a field appropriate to the work of this position that provided the knowledge, skills, and abilities necessary to do the work is qualifying at the GS-11 grade level.

COMBINING EDUCATION AND EXPERIENCE (TRANSCRIPT REQUIRED ) - Combinations of successfully completed graduate education and specialized experience may be used to meet total qualification requirements.

IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work is primarily sedentary and usually accomplished while seated at a desk. The position does require travel (primarily within the VISN geographic area) for a significant amount of time.
