The Sr. Human Resources Manager is a key member of the executive leadership team, responsible for developing and executing HR strategy and plays a critical role in shaping the company culture, overseeing all HR operations, and ensuring our policies and procedures align with our business goals, as well as ensuring we remain compliant and competitive in the GOV CON space that we operate. The Sr. Human Resources Manager is responsible for managing employee relations, performance management, compliance, and strategic HR planning, as well as partnering with the Talent Acquisition team to ensure compliance, continuity of business practices and pay equity across the organization. The Sr. Human Resources Manager liaises with the Business Development team to assist with the bid and proposal process to ensure proper exemption classifications and salary analysis during the initial phases of the BD process. The Sr. Human Resources Manager works in lockstep with the Operations and Finance team to support the business.

Responsibilities:

Strategic HR Leadership:

  • Implement and execute HR strategies aligned with the company’s overall business objectives and GOV CON industry requirements.
  • Conduct regular assessments of HR policies and practices to ensure alignment with the strategic goals of the organization and compliance with government contracting regulations.
  • Assist with all due diligence and harmonization activities related to M&A activity.
  • Partner with senior management to drive organizational growth and change initiatives.
  • Partner with Executive Leadership and the Division Directors in workforce planning initiatives to ensure the company has the right talent in place to meet current and future contract requirements.
  • Drive organizational change initiatives to improve efficiency, productivity, and employee engagement.
  • Develop and implement programs to foster a culture of continuous improvement and adaptability in a dynamic contract-based environment.

Compensation and Benefits Strategy:

  • Develop and administer compensation and benefits policies, programs and procedures in compliance with legal requirements, to include OFCCP compliance, that support the company’s talent acquisition and retention strategies.
  • Conduct thorough research and analysis to benchmark compensation and benefits initiatives, including bonus structures, incentive programs, and employee recognition.
  • Manage the administration of employee benefits programs.
  • Develop and deliver comprehensive communications and educational materials to enhance employee understanding and awareness of compensation and benefits programs.
  • Collaborate with external vendors, such as insurance providers and brokers, to ensure quality service delivery and resolve any issues or disputes.
  • Conduct regular audits and assessments of compensation and benefit programs to identify areas for improvement and make strategic recommendations.
  • Stay updated on emerging trends, legal challenges, and best practices in compensation and benefits administration in the GOV CON space to ensure compliance and informed decisions.

Talent Acquisition and Retention:

  • Partner with the Talent Acquisition team to ensure we are effectively utilizing all available sourcing tools to attract a diversified and highly skilled workforce.
  • Develop retention strategies to maintain a high level of employee engagement and satisfaction.
  • Ensure compliant processes are followed (OFCCP, DOL, and other applicable laws/protocols as required).

Performance Management:

  • Implement and manage performance appraisal systems to promote employee development and productivity.
  • Provide guidance and support to managers on performance-related items.
  • Track trends related to performance ratings, promotions, etc. using tools like the 9-box and other related tools in the performance review platform.
  • Identify high-potential employees and develop succession plans to ensure leadership continuity; as well as design and implement leadership development programs to build a strong pipeline of future leaders within the organization.

Employee Relations and Engagement:

  • Foster a positive and collaborative work environment that supports employee engagement and satisfaction by addressing employee concerns.
  • Promote a culture of inclusivity and respect throughout the organization.
  • Act as a strategic advisor to senior leadership on employee relations issues and provide guidance on conflict resolution and mediation.

Compliance and Risk Management:

  • Ensure compliance with federal, state, and local employment laws and regulations, including those specific to government contracting, such as OFCCP and EEO requirements.
  • Develop and implement policies and procedures to mitigate HR-related risks and ensure ethical business practices.

Diversity, Equity, and Inclusion (DE&I):

  • Lead DE&I initiatives to promote a diverse and inclusive workplace that reflects the communities and clients served by the organization.
  • Develop and implement strategies to ensure equitable hiring, promotion, and development opportunities compliant with OFCCP guidance, as well as all applicable State, Federal, and Local laws.
  • Promote a culture of inclusivity and respect throughout the organization.

Training and Development:

  • Design and deliver training programs to support employee growth and development.
  • Evaluate the effectiveness of training initiatives and make necessary adjustments.

HR Metrics and Analytics:

  • Utilize HR metrics and analytics to inform strategic decision-making and measure the effectiveness of HR initiatives.
  • Prepare and present regular reports to senior management on the key performance indicators.

HR Team and Leadership:

  • Lead and mentor aspects of the HR Team, providing direction, support, and professional development opportunities.
  • Foster a collaborative and high performing HR team that effectively supports the organization’s strategic goals.

Operating Hours and Expectations:

  • This position anticipates 2-3 days per week onsite, flexibility will depend on performance and company workload and requirements. Work operates on a standard 8 hour schedule with occasional surge periods.

Work Location and Travel:

  • Primary work location will be the CIS Secure headquarters facility located in Ashburn, VA. Some travel may be required, up to 10% of the time. The travel may be local or national and may be by car, rail, or air.

Qualifications:

Clearance:

  • Ability to obtain an active US security clearance, desired.

Education:

  • Bachelor’s degree in Human Resources, Business Administration, or related field; Master’s degree preferred.

Certification(s):

  • HR certification (e.g., SHRM-CP, SHRM-SCP, PHR, SPHR) is preferred.

Required Skills and Experience:

  • 8-10+ years of HR experience, with at least 5 years in a management/leadership role.
  • Strong knowledge of HR principles, practices, and employment laws, especially those relevant to government contractors.
  • Proven ability to lead and manage a diverse team.
  • Proven ability to develop and execute HR strategies that align with business objectives and compliance requirements.
  • Excellent interpersonal, communication, and conflict resolution skills.
  • Strategic thinker with strong business acumen and problem-solving abilities; must be a strong analytical thinker.
